OFFER AMENDMENTS TO DANCE ORDINANCE AT COUNCIL SESSION Numerous amendments to the ordinance to provide for the regulation of public dances, licensing 'and regulation of public dance halls, and fixing penalties for the violation thereof, were suggested Monday night at a round tafele meeting of the city council and a few c itizens. Amendments which were sug

gested at Monday's meeting, will be

acted on by council next Monday night-

Rev. Joseph J. Itae suggested that when an application was received for "a license or permit to operate a dance

hall, that the public should be intormed of the person's intention through newspaper advertising, not less than 48

hours before the license would be granted. "Publication of such a notice does not imperil the action of coun

cil," declared Rev. Rae. Council s ac

tion in 48 hours could be given just as welL even though the public was in

formed of the person's application for

license. Depends on Individual. "It is true that some people are deal

ing with the dance in this city, for

whom I have the utmost respect, but on the other hand, there are some who I know are entirely unworthy to be in charge of a public dance. The thing

rests entirely in the man or woman applying for the permission- The dan

ger lies in the fact that the person applying for a license might not be known sufficiently. If you get the proper men or women at the head of public dance halls In Richmond, you will have proper regulation. If you have the wrong man or woman at the head of public dance halls, all the regulation under heaven will not help out "I feel that you or I should have a right to go to a dance and report the wrong-doing there," asserted Rev. Rae. "The police or mayor should know of any violation of the ordinance, if such is the case." General sentiment among those present, favored the plan of publishing the demands of all persons for licenses to operate public dance halls. Fraternal Orders Exempt. The ordinance does not provide for any jurisdiction over the dances given by fraternal orders, as far as the rulings of the present ordinance are concerned. The public dance hall, where there is an admission charged, is the objective toward which the ordinance was meant to work. Amendments were made whereby the permit to run a public dance should be reduced from $5 to $1, the annual license holder, therefore being exempt. The ordinance called for all public dances to close at 11:30 each night Amendments were suggested whereby all dances would close not later than 1 o'clock, ordinarily, but that they should close at 12 o'clock each Saturday night. The ordinance provides that any person, firm or corporation violating any of the provisions of the ordinance shall be fined in any sum not to exceed $300 for each offense; and every day that any person, firm or corporation shall maintain, operate or cause to be maintained or operated any public dance hall without first having obtained a license so to do shall constitute a separate offense. .
