LANSING, Mich., Dec. 6. Michigan congressmen will be asked by W. W.

Potter, state fuel administrator, to

urge legislation to regulate the sale of coal according to its heat producing ; value. According to Mr. Potter, coal now Is pi iced according to its variety and desirability for cleanliness or convenience in handling. Ho believes that it should be sold upon p. heat unit basis. and varieties of coal. They are seeking to work out a plan whereby the state may test it own coal and know definitely the heat unit value of every ton. Mr." Potter then will ask the state administration to instruct the state purchasing agents to buy strict' ly upon a heat unit basis. He leclares that it will save the . state at . least ?100,000 annually. Wilt Expand Idea ' . When the system has been tried out, Mr. Potter plans to expand the idea to protect the small, domestic user. "When the small user orders his coal," Mr. Potter declares, "he is satisfied to ask for a certain kind of coal. He knows varieties but not heat values. He may pay $10 a ton for coal of low heat unit value, because it is the kind he "has always used,' when for
