PENNSYLVANIA PLAN OF REPRESENTATION OF EMPLOYES STANDS

Agreements of the Pennsylvania railroad -with its employes, Including the plan of employe representation will continue In force and no change will be made in the method of dealing with employes unless the men themselves

desire a change, according to a statement by W. W. Atterbury, vice-president In charge of operation of the

Pennsylvania railroad, given out Tuesday at the office of the superintendent of the Richmond division- ' Mr. Atterbury'g statement follows: "It is my desire that all our employes should know first hand about a meeting that was held Monday in my office. It was attended by Senator (Jeorge "Wharton Pepper; the general committee representing the employes at the Altoona works; "the general chairman representing the shop employes on each of the four regions; the general chairman representing the

maintenance of way employes and sev

eral officers of System B&aeration No.

90 of the A. F. of It, who formerly acted for the shop employes on this rail

road during federal control. Will Keep Pledges.

"Two months ago, several, other

meetings with, the federation officers

were held at the reqneet of B. M.

Jewell. Their purpose then was to try 4o effect a settlement whereby the shopmen who went on strike might oe returned. It was stated at that time,

bowever that our pledges to our em

ployes would be kept and that the

strikers could return only as new men and as vacancies occurred which they

snight be qualified to fill.

"Since then, the federation officers

had given Senator Pepper a statement

of their side of the controversy aris

ing out of the shop crafts election last year and Senator Pepper came to me

for further enlightenment on the sub

ject.

"I told Senator Pepper that I would arrange a meeting with the employes

representatives so that he could get

whatever Information he wanted from

the men themselves. "When the meet

ing opened, I explained that purpose

to those present. "Senator Pepper, who had brought the federation officers with him, then outlined his view of the situation as it li ad been given' to Lim by them. It was a question In his mind, he said, whether the Pennsylvania plan of emjploye representation really represented the will and desire of the employes or whether It had teen imposed upon the employes. Officer Withdraw. "The officers of the company who had been present up to the time, then withdrew from the meeting and left the senator with the employes representatives and the federation officers. "After a three-hour discussion, it was decided to dJourn until a later date to be set at Senator Pepper's convenience. "Meanwhile, 1 want all oar employes to know that these meetings do not change and cannot change our position in any particular whatever. They are

merely to let Senator Pepper find out

I have told our employes repeated

ly that our agreements with them

stand. I say it again now. We intend

to continue to deal with the elected employe representatives regardless of

the outcome of these meetings, no

change will be made in the method of

dealing, with our employes, unless the

employes themselves desire a change.

"In asking some of them to attend

thla meeting today, I simply wanted them to share with me the burden of convincing people that what we have Jointly set up on this railroad i3 fair
