(By Associated Press) CLEVELAND, Ohio, Not. 25. With the toll of deaths and injuries due to traffic accidents Increasing at a rate which officials Bar is alarming, 115

persons having been killed, and 2,386

injured up to the middle ot November,

police, city council, safety organiza

tions, and citizens are engaged in making a study of the situation in an

effort to minimize the danger to pedes

trians in the congested part of the

city.

Citizens have organized a "vlgflence

committee" to report all violations of

the traffic laws; police have declared

a "war without mercy" on speeders, enforcing the 20 instead of the 25 mile

an hour limit; City Director Lamb, in

conjunction with the legislative com

mittee of the council, is drawing up further regulations for traffic, and

Judges have announced they will give

all traffic violators the "limit.

A study of traffic conditions in the city by the Cleveland Safety Council

disclosed when workhouse sentences

were imposed on violators, and safety

campaigns were under way, the num

ber of deaths and injuries due to auto

mobiles fell off considerably; but, ac

cording to the report, when traffic

officers were taken off duty, and there

was a general Blacking up on the part

of other organizations, the number of

fatalities Increased. Many Under 17

The report showed that 209 of the

E53 persons killed In Cleveland during . the last four years, were under 17

years of age.

County Prosecutor Stanton has asked the co-operation of all. mayors in

cities and villages in Cuyahoga county

cidents, and has asked them to confer

with him on a unified code for the

regulation of traffic. ' ' ; While workhouse sentences for traffic violations have been the rule here for somo time, officials point out that higher courts have held that the municipal court of Cleveland hasn't the legal right to Impose such sentences; nevertheless, scores of persons charged with traffic code violations have served terms in the Warrensville workhouse.
