Work of Army Officers The reduction of the army has thrown out of employment thousands of officers, "who are the very backbone of a military structure. Many of these men are seeking employment. in civilian life after having spent the greater part of their lives in the military establishment. . Many of them desire employment in the Middle West states. Their names and qualifications have been sent to Robert Heun, secretary of the Rotary club, with the request that local industries be notified that these men are seeking work. It is regrettable that the law which reduced the size of the army did not make some provision whereby the service of these officers could be retained for military service. The lack of competent officers, men who had capacity for leadership and knowledge of military affairs, was one of he great problems of America had to contend with at the outset of the war. We spent millions of dollars in the officers training camps to prepare men for this work. Most of the work done in this direction will

The farmer boy contrasts his quiet, summed-up days of country toil with the exciting tales of city life whereas the city chap dreams of the leisure of the out-of-doors. , We think too much in cross-sections instead of circumferences. It is a valuable asset, however, to be able to contrast conditions", circumstances, and modes of thought and to make the pictures thus formed, arouse you to your most worthy efforts. Who's Who in the .Day's News WOODBRIDGE N. FERRIS I A "slave to two loves' has been Woodbridge N. Ferris, Benator-elect from Michigan. For the first Demo crat to be elected to that body from Michigan in 7 0 years has divided his life between teaching and politics. He remarked once that he would rather be teaching than governor of Michigan or president of the United States. But nevertheless he has heard the siren call of public office. The new senatorelect is in his six ty-ninth vear. He CtX.N-FECars was born in a log house near Candor, Toga county, N. Y. He studied hard at school with the intention of being a teacher, but the political life called him. As far back as 1892 he ran for congress on the Democratic ticket but was defeated. In 1912 he was urged against his judgment to become Democratic can didate for governor of Michigan and was elected by a plurality of 24,000 votes. He gave as his reason for his decision finally to run that he believed he could thus aid Wilson, whom he had urged as a candidate for president early in 1911 and for whom he worked at the Balitmore convention the following year. After serving two terms as governor he ran for mayor in Big Rapids, his home town, and was defeated by a majority of 198 votes, his own ward voting against him by 39 votes. He was one of the startling figures of the 1916 presidential campaign. He classed Tneodore Roosevelt as a "dangerous man as politicians go" and urged his nomination saying that Wil son could beat Roosevelt but Hughes was to be feared as a candidate. Ferris has been twice married. His first wife died while he was governor. He married his second wife about two years ago. He is of medium stature. quiet, and says his main hobby is Ferris institute, now owned by a stock company. Ferris Is said to be worth over $100,000. He has three sons. his best to coax money out of his relatives. b When Uncle William who was a hard man of business visited his nephew, Willie asked him for a nickel to buy an orange from the man outside. Infant Mortality Decreases Education of Mothers and Nurses Responsible for Cutting Down of Infant Death Rate.

Tho year 1921 was a healthy one for American babies comparatively speaking According to the exhaustive report just issued by the American Child Hygiene association, the infant death rate last year was 77.9 per thousand births. This figure is still larg enough to be a reproach to a nation, but it may be compared with the infant death rate of 1918 which was 106.7. In other words, of every 1,000 babies born in each of these years nearly 30 more survived in 1921 than in 1918. The shocking infant mortality of the United States is slowly but surely be ing cut down as mothers, doctors and nurses are educated in the proper ways of rearing children. For many years the country regarded this preventable decimation of its infants with apathy, believing it to be the inevitable accompaniment of modern life. In 1909 those who were aware that the lives of countless thousands of in fants might be saved by the applica tion of intelligence, began the cam paign for betterment. In that year the American Child Hygiene associa tion, ((it first had 'another name), was organized under the auspices of tbe American Academy of Medicine; and as the organization of this society has! expanded and as us energy and mnu ence have grown, the infant deatii has steadily declined. It is a conspicuous example of the value of volunteer effort in civic improvement. In fact, the direct connection be tween the education of the public by attested methods and the health of in fants is now so well recognized that it has become an axiom with the Association that "given proper organization in a community, and eonugh money, decline in the infant death rate can be predicted mathematically." The American Child Hygiene asso ciation was first in the field, but it is now not alone. During the war there was organized in New York the Child Health Organization of America to instill habits of health into American school children. With its health cai endars for children, its health song? and plays, and, more spectacularly, with "Cho-cho. the Health Clown, ' familiar to tens of thousands of American school children, this organization has been doing valuable practical work. Also within the past 10 years the Children's Bureau was created as part of the Department of Labor, and this official bureau works in close cooperation with the two volunteer bodies. At Its recent annual meeting in Washington, the American Child Hygiene association voted to amalgamate, with the Child Health Organization of America, following similar action previously taken by the latter group. The process of combining is now being carried through. Thus in one body will be combined the who'e national volunteer effort seeking improve the health of American childNew Field. Since the Child Hygiene association has concerned itself almost exclusively with children under one year of age and the child Health Organization has dealt with children of school age', there has remained the province of tho pre-school child which has been untouched. The new combined organization ex pects soon to go into this field. A vast amount of work is need in this field to secure proper dental treatment for children who need It but do not discover their need until they start to school, to secure also better nutrition for children of these years, and to combat tbe con tagious diseases of childhood. Those at the head of the new organization believe that the epidemics of measles; whooping cough, and other maladies now regarded as inevitable for child ren, can be much better controlled. Orignally the work of the American Child Hygiene association was qui'e technical, and the organization relied largely upon physicians to distribute its messages to mothers in need of cor rect training, but now Its scope is far wider. Besides its research and its technical studies, the Association noy works directly upon the population through its own branches by setting up health centers and distributing lti literature written for popular readins One of its main efforts has been to en courage the establishment of child hygiene bureaus in the state boards of health. In 1917 there were only 10 sub bureaus; now there are 47. These child hygiene bureaus conduct edu cational work among doctors and nurses, check up local milk supplies, ana look into housing and sanitary conditions of homes. Statistical Work Extended. The most conspicuous piece of re search work conducted by the Association is its annual survey of infant mortality. This survey is steadily growing in scope. The first one wa3 made in 1919, when the infant mortality in 269 American cities was studied, In 1920 the report covered 619 cities. The 1921 survey, which has only re cently been completed, embraced 573 cities, in which live more than 40,000.000 people. Thus the report is by, far the widest view ever given ol infant mortality in the United States One significant point made by the report is that the larger the city, as a rule, the lower Its infant death rate. Cities of from 10,000 to 25,000 popu lation showed a death rate of 82.3 per thousand; the largest cities those of over 250,000 population each- showed as a group an infant death rate of only r n i. . , i The Pacific coast cities make' splendid showing In the survival of their infants, Portland, Ore., with 48 deaths per thousand births having th lowest infant death rate In 1921 o! any large city in the country.
