PROHIBITION QUESTION IS LAW ENFORCEMENT FIGHT SAYS WHEELER CLEVELAND, Ohio. Nov. 4. Prohibition under the Volstead law and the 18th amendment has resolved itself into a. question of law enforcement, ' Wayne B. Wheeler, general counsel for the Anti-Saloon League, declared today in summing up the dry fight against the wet referendum in Ohio. The prohibition amendment was written into the constitution of the United States after more of education and
preparation on the part of the people and by a larger proportionate major
ity of the states than any other amendment, he said. "It ia so difficult to amend the con
stitution of the United, States that no amendment ever adopted has ever
been repealed." he continued. "It nat
urally follows that the part which was
adopted by the largest majority will
not be the first to be changed or re
pealed. Facing the facts, therefore, the 18th amendment . in all human
probability will remain in the constitution as long as the government itself
stands. "This amendment places upon con
gress and the several states equal
power and obligation to enforce national prohibition by effective legislation. The United States supreme court has
said, after the opponents of this measure had marshalled the best legal argument they could present, that the amendment was binding upon every federal officer, every state officer and
every individual within the jurisdiction of our country. They also stated in that case which involved only the pow
er of congress to define the term in
toxicating liquor and enact the legis
lation to enforce the amendment. Program of Wets

its headquarters at Washington that
its purpose is: "First: To repeal the national prohibition act "Second: To provide for light wine and beer under legislation adopted in the states. "Third: To repeal the amendment itself. "This program is indefensible because it attempts to defeat the eighteenth amendment by taking away the federal enforcement code which makes it operative. The supreme court has said that it was the duty of congress to enact an enforcement code. Congress did its duty but this organization says it shall be repealed. If it is done there will be no federal law to enforce the constitution. This is nullification pure and simple.

stated that special music will bo a special feature of each meeting and that an evangelistic singer will be here for the campaign. Two trustees and nine deacons will be elected at a special meeting of the congregation of Reid Memorial church

On of the most important social events of the church year at the East Main Street Friends church, the annual banquet of the T. T. F. senior class, will be held next Tuesday night. The organization is made up of married couples and Verlin Hunt is the president. The annual supper of the entire congregation will be held Nov. 23. Woman's day at the United Brethren church will be observed at the Sunday evening services when Dr. Alfred T. Howard of Dayton, Ohio, president of Bonebrak Theological seminary of the United Brethren denomination, will speak. Dr. Howard was a missionary to Africa for five years,
and served in the same capacity for 15 years in Japan. For eight years he was foreign mission bishop of the United Brethren church.
Dr. David E. Kendall, a representa
tive of the evangelistic department ot the Board of Home Missions of the
Methodist Episcopal church, is to be
the speaker in an evangelistic campaign which will be conducted the first month of the coming year by the Grace M. E. church. He will arrive on the first of January and will hold

countries will be made by members ot the West Richmond Friends Bible school. Speakers for the course wi'J be announced later. There will be no Parish Night program at the First M. E. church next Thursday as that will be "Richmond Night" in the Billy" Sunday campaign in Dayton and all the churches will join in this excursion.
