INCREASE IN TAXES a IN COUNTY DUE TO LOCAL IMPROVEMENTS
For the past five years Wayne county has shared with her sister counties Jn Indiana the burden of tax inflation. In preparing the abstract of taxes to be paid into the county treasury next year, it is noted by Howard Brooks, county auditor, that there will be an
other advance in rates for several townships. In the other township tax rates will either remain stationary or will be slightly reduced. "Where the rate is to be Increased the blame must not be given to the state tax law. The records will show that in the townships where there will be a tax advance next year the taxpayers are largely responsible for bringing it about," Mr. Brooks said. "Incidentally, Tie added, "it is generally true that in communities where taxes have been steadily mounting the people themselves are mostly responsible for the situation, for the bulk of the money raised by these tax advances goes to meet local improvements And it is also true that the -average taxpayer repudiates any responsibility for adding to his own tax burden. He places the entire blame on the state tax law." School Expenses Cause. The consolidation of town and township schools will be the principal cause for tax advances next year In several of the townships. Where these consolidations have occurred it has been the rule to erect large, modern school buildings. Five large township Bchools are now being constructed in Wayne county, in Franklin, Jackson, Boston, Jefferson and Greene, each to cost in excess of $25,000; one has recently been completed in Center and Abing ton is advertising for the sale of
bonds for the erection of another. After the initial cost of these buildings has been liquidated school maintenace cost will h reduced, for in each township sever J small shools will be abandoned and the number of backs used for hauling children to and from school will be lessened. chllren, for it will be possible to have a teacher for each grade instead of one teacher for all gradfs, and the children v.ill benefit from modern sanitation and ventilation systems. Local Responsibility But, the county auditor states, it was not the state which authorized
school consolidations, with resulting school building programs. The re
sponsibility rests with the taxpayers
in the several townships and he
says "when they are called upon to
meet the bill they should remember that the state tax law had no part
in its making."

In Franklin township the township
tax rate next year will be increased from $1.57 to $2.19, entirely due to meet school needs. In Jackson township the rate will be advanced from $1.29 to $1.75, and all of the additional revenue will go for school purposes. ' Boston Township Case In Boston township there will be an advance from $1.58 to $1.63, but this cannot be charged against the new school being erected there. In fact, there will be an actual reduction of 5 cents In the township levy, but there will be an increase in the state levy of 3 cents and an increase of 4 cents in the county levy. The tax levy in Jefferson township will be increased from $1.30 to $1.80 and 43 cents of the increase will be for school purposes. In Greene the township levy will be
advanced from $1.56 to $1.93, almost
entirely due to school construction.
