PERIOD OF REFORM RECEDING IN CUBA: INVESTIGATE GASES
(By Associated Press) HAVANA, Cuba. Oct 24. After threatening at one time to engulf the administration, the tidal wave of moral reform which raised Its head when the contents of the famous 13 Crowder memoranda became public last June.
has beguin to recede. The backwash has left the judical investigations into various phases of the 145.000,000 graft charges filed by Representative Bartolome Sagaro high and dry, so far as public sentiment is concerned. Special Judge Augusto Saladrigas, upon whose shoulders fell the burden of formulating indictments in the more important cases, has been relieved of one of his most onerous charges, that of probing into the alleged malversation of lottery funds during the first year of the Zayas administration. "The Upright Judge," as he is popularly called, has been substituted by Francisco Llacy Argudin until the supreme court decides whether a technical objection raised by the states attorney will prevent Saladrigas from continuing his actuation. The lottery case attracted much attention when it first came before the public, especially in view of the fact that President Zayas last June in a decree suggested and urgently pressed by Major General E. H. Crowder, ended the previous illegal collection of almost $10,000,000 a year through a. 25 to 50 percent overcharge to the public for tickets. Plenty of work remains for "The Upright Judge" however in his attempts to bare the real facts m the disappearance of $100,000 in Liberty bonds from the national treasury, and in the graft charges against the Havana municipal administration.

CONNERSV1LLE,' Ind, Oct 24. Laurel, a small village in the north end of Franklin county, was stigmatized, during a liquor law violation trial here, as the worst offender in the
state in the number of complaints of
inegai wnisky manufacture originating there. More cases of rum running, moonshining and bootlegging have indicated Laurel as the source of supply, than any other town in Indiana, a state
enforcement officer declared. Eight
liquor cases are pending in the city court, of which two are against Laurel
residents. The mayor, James A. Clif
