PRESENT DAY PRICES IN GERMANY DEPRESS OPTIMISTIC PERSONS (By Associated Press BERLIN, Oct. 10. Tbout the only thing that can be bought in Germany today for one mark, Is a wire nail. "Under the present quality standards of production," remarks a native pessimist; "the nail may or may not be strong enough to hang one's self on, after he has looked over the other increases In prices." . Before the war a thousand marks would purchase 20 suits of clothes. Today that sum will purchase a vest. A good piano could be bought theh for 900 marks, a sum now required for n pair of boy's shoes. Fifty marks once bought a ladies' silk dress; now It will buy a cheap handkerchief. -There wa? a time some eight years ago, when one could get a bottle of champagne for what it costs now to ride in the subway. Two cigaretetes are worth what 100 of the same quality cost in 1914. To follow the dally rise in prices at the present time, the Berlin newspaper leader must pay six marks for a copy of his favorite journal. In the "good old days" the paper cost him 60 times less, or 10 pfennigs. A shopkeeper in Darmstadt display? a five dollar bill in his window attached to the following notice: "For this note foreigners formerly obtained t goods to the value of 28.25 marks; now they get wares worth 7,000 marks for It Therefore I Eell only to Germans."

An amusing contrast to his career

is that of a Russian Hussar officer under Nicholas I. .This Czar, being full of anger against the Holy Synod, had driven away the man at the head of it. Mention muBt be made here of another excellent and worthy man, Minister Moller. He came from Bielefeld, like Hintzpeter, and was bound to my old teacher by lasting ties of friend

ship. In the Legislature he was one of the leaders of the National Liberals,

by whom he was highly esteemed, as

he was in the Reichstag, on account of his upright, distinguished West-

phalian characteristics and his great experience in ihe commercial-political

domain.

When Imperial Chancellor Bulow

suggested Moller to me as Minister I remarked that he was a party man and member of the Reichstae. The

Chancellor said that the National Liberals would be pleased at Mollers appointment. I observed that the State Ministry of the Prussian King could not and must not be a party Ministry, but must stand above the parties in entire independence of them; that I esteemed Moller personally very much, but, should he become Minister, every member of the Legis

lature would have the ambition to become one likewise; that, through Moller's appointment, the ambitions of the other parties to obtain ministerial chairs would also be aroused and nobody could foresee the consequences; that, moreover, Moller would be greatly missed in the Reichstag, from which I did not wish to take

him on account of his influence with all parties. Despite 'these objections and my advice against it, Bulow stuck to his idea. Moller became Minister, and, as such stood very well with me. But what I had prophesied occured comparatively soon; Minister Moller was obliged to retire by circumstances partially con
