CODE FOR INSURANCE AGENTS INSTEAD OF LEGISLATION URGED

(By Associated Press) HOT SPRINGS, Ark.. Oct. 4. If insurance men set up their own standard of qualifications and business conduct and carry them through, the need of legislation will be forgotten, E. B. Dunning, of Duluth, Minn., regional vicepresident of the National Association of Insurance Agents, told delegates to the convention of that organization here today. "I believe it is no more practical t3 legislate a qualification code into the American agency system than it has been to enforce Voistead prohibition upon the American public. The real objective in legislative control is seldom gained. "If higher standards are bred within us, they will be a natural development. If they are grafted upon us, they will always be an abnormal growth.

"I advocate the plan of requiring one year apprenticeship in an established agency before a license is granted. Apprentices could carry on the detail work of the agency during the

period of preparation and would final

ly go forth to sell insurance by knowl edge and not by misapprehension."

State issues are being subordinated

to issues of national scope by the campaigners who yesterday launched their drive with a whirlwind of oratory. President Harding, whose administration was the keynote of yesterdav's rally is the guiding spirit of the Republican battle for votes. Flurries of enthusiasm throughout the state are to follow the firing of big guns in Memorial Hall yesterday. The whole meeting bore the aspect of launching a national campaign rather than that of beginning a purely state battle. Albert J. Beveridge's plea for support of President Harding was echoed by every speaker on the program Carmi Thompson, Simon D. Fess and Senator Willis.
