.Detailed Report of the Wayne County Fair
To the Citizens of Richmond : Thirty-one days before the recent Wayne County Fair opened in Glen Miller Park, a group of Wayne county farmers and livestock breeders met with a number of Richmond business men and laid before them a project for a county agricultural and livestock display. The central idea was the organization of a permanent fair association which annually would permit the farming class of Wayne county to make displays in order that interest in better farming and improved breeding might be stimulated. There was a desire on the part of the group of business men to do something in a tangible way that would promote a new community spirit between County and City. There were no definite plans for the proposed fair outlined. Richmond was without a fair grounds. The undertaking would mean not only the collection of suitable exhibits, but the housing of them. To provide adequate and wholesome forms of entertainment in connection with the enterprise was a problem that would require time to work out. The committee, however, accepted the responsibility and started its work. The City of Richmond, through its Mayor, tendered the use of a part of Glen Miller park. Within three days following the initial meeting the plans in a general way had been
worked out. The fair was given. A conservative estimate of the attendance shows that that at least twenty-five thousand persons visited the displays on each of the three days. There was no admission fee. The fair in the estimation of people generally was a success. The committee has no apology to offer for any feature of the enterprise. It endeavored to meet its responsibilities to the farming classes and to the citizens of Richmond and Wayne county as a whole. At the outset of the undertaking it was estimated that between $8,500 and $9,000 would be needed to carry out the committee's plans. There was a solicitation for funds. The sum of $7,220 was contributed. In the meantime the project was under way and many items of expense estimated in advance proved to be inadequate. The number of displays of livestock, agricultural products, fruits, etc., was more than three times that which had been expected. The expense of housing such exhibits therefore was treble that which had been anticipated. Expenses incidental to amusement features and the proper handling of the fair as a whole greatly exceeded the estimates made before the project was under way, for the enterprise had taken on the magnitude of a State Fair rathe than the ordinary county fair. But with visions of a deficit looming before
the committee, it had ample opportunity to provide additional funds if it would permit scores of concessions of questionable character to come in. More than $3,000 in rentals could have been derived from such enterprises, but the committee kept in mind that the fair should be conducted on a clean basis and the questionable concessions were turned down. The Fair ended with a deficit of $3,163.26. The committee believes that this sum which is necessary to meet the payments of outstanding bills, will be contributed by the citizens of Richmond. It is not making an appeal in the general sense. It simply is placing the proposition before the people in its true light. There can be no permanent fair for Richmond if the present deficit is not lifted. There were 406 original contributions as listed in this report. There were many persons who undoubtedly desired to assist who were not called on by the soliciting committee. There also are many contributors who since the fair have voluntarily signified their intention of increasing their, contributions to meet any deficit. The committees which conducted the original canvass expect to make an additional call and the names of all contributors to the deficit fund will be published in the Richmond newspapers each day until the deficit is lifted.
