There are lew occasions for thoughtful concern so great as that calling for the need for some check on that centralization of government which constantly piles higher and heavier burdens on one man. Of the last three presidents of the United States, one in the person of the extraordinarily rugged Roosevelt died at the age of 61, and another at the age of 63, was f,o stricken as to cause his retirement from public affairs. Of the last six wives of presidents four have been in one degree or another victims of the constantly increasing pressure of affairs upon the White House. Harding Holds Up. What is said here has no application happily to President Harding. In spite of the fact that he has had no real vacation since he assumed the presidency and in sp'teof the enormous weight of the recent claims on his attention Mr. Harding retains such a measure of health and calm that it is a subject of comment. But the broad fact still remains that it is greatly desirable to struggle against the tendency towards centralization which tends constantly to pile additional duties on one human being. Manv of the persons who in the past have advocated the flexible tariff and
have seen obvious advantages in it did not have in,-niind this particular kind of flexible tariff. What they had in mind was a device which should eliminate the president entirely. They had in mind a tariff board which should have no ' other duties than this, and whose decisions should be final. Their conception now dismissed has been a tariff board which should have the same duties and powers about customs duties as the federal reserve board has about rates of interest and which should be as free from political pressure as the federal reserve board is.
