STATE BUDGET SYSTEM !IS EFFECTIVE IN 1923 CURBS EXPENDITURES (By Associated Press) INDIANAPOLIS, Sept. 9. For the first time, the Indiana taxpayer is to know in advance exactly the amount of money proposed to be raised by ( taxation for various expenditures of next year. This is the result of the

application of the budget law. enacted by tie legislature ot 1920 and approved by Governor McCray and by its terms the taxpayer has the right to object to any proposed expenditues, with the view of their curtailment. ' While the law was expected to have been followed last year, some corporations failed to comply with the detailed requirements of the measure on account of the delay in drafting the forms that would show all the exacting details . of public expenditures as

required. As a result, the first gen

eral observance of the budget system will come this year. " Officers of . the various municipal corporations . throughout the state

have prepared estimates of the amount of money each will have to raise by taxation for various purposes next year, and within -the next month the taxpayers may appeal. The law applies to all the separate corporations of the state, including schools and libraries. The purpose ot the law, as expressed by its sponsors in the legislature, is to provide infor

mation to the taxpayers of the exact amount of money which is proposed to be raised by taxation so that a protest

can be filed if 20 or more taxpayers

believe that the amounts are exces

sive or insufficient.

In preparing the budget, officers of each , municipal corporation in the state are required to show the amount

of money needed to be raised for each

purpose, how much the tax rate will be and how much revenue such rate

will produce on the estimated valuation of the property within the cor-

before the date of the hearing. If 20 or more taxpayers believe that the es

timates are not correct, they may ap

peal to the county council. .The appeal petition must be filed with the county auditor before Oct. 1 and the county council is required to meet Oct 10 to hear any such appeals and to remain in session until decisions are reached.

Johnson, 30 years old who was found dead in bed by his room mate late Friday. Edward Bruce, 62 years old, farmer, who fell from a load of produce which

he was bringing to the city and who

died in Fairview Park hospital.
