Says Richmond Stands High Alfred Bavis, formerly of Richmond, where he served as president of the board of works under the Robbins administration, is spending two weeks in this city. Bavis is now a resident of Pasadena, Calif. This city is in excellent conditions from a municipal standpoint, he said Friday. "I have been over the city and have no criticism at all to make," he said Friday morning in the course of a talk with city officials. "Pasadena is supposed to be the garden spot of the

world, but if Richmond had available the same things that are available in

Pasadena for beautification purposes Richmond would not take second

place."
