ENFORCEMENT OF AIR RULING AT CAPITAL
IS PUZZLING POLICE
i ! 'By Associated Presnt
f WASHINGTON. July 2L HowTe you going to catch a law-breaking airman a thousand . feet np In the air when you haven't a plane, balloon, or even a stepladder to get him with? That's tha question agitating the Dis-
or uoiumbia police today on the eve of the going into effect of Washington's newest and most stringent traffic regulation. V Hereafter police will be expected to see that no flighty human flier skims lower than the fixed safety limit; that none of them attempt any fancy flying; and worst of , all that every flier over Washington roofs has a license, i It's the last section of the new rule that bothers the cops most, for there's not a single plane owned by the en
tire police force with which to stop the reckless in mid-air to gruffly demand a sight of their permits; and what's more, say police officers, no one on the force sees any possibility of there ever being one.

Richmond, Va., July 20, 1922. To The Clerks and Affiliated Employees of The Chesapeake and Ohio Railway Company: In advertisements published in various papers on July J9th, 1922, 1 stated that "In the event the clerks do strike, it will be necessary, of course under the law, and to carry out its duties to the public, for the company to continue to operate the property, for which the necessary complement of clerks will be required." Believing that, the minority of our clerks and affiliated employees who went out on strike at ten A. M. today were misled and feeling that upon reflection they will be desirous of returning to the service, I am giving them the following notice: . . They AU be allowed to return to the service with seniority rights unimpaired if they do so before ten o'clock A. M. Saturday, July 22nd. If they do not do so by this time, their places will be filled permanently. The company assures every employee who remains with it, those who resume work and every new employee, that he or she will be protected m the performance of their duties and will also be protected in the retention of "their positions. W. J. HARAHAN, President.
