i "There can be no doubt of the truth of the
declaration made by the German Clerical and Social Democratic parties, in their appeal to the
German People's party to enter the government coalition, that needs of the hour demands the enrollment of all the national elements who are
willing to lend active aid in the work of safe
guarding and building up the republic," says the Indianapolis News. "The German republic has
not been really safe since its establishment, and its safety is probably more menaced now than
ever. Following the assassination of Dr. Rath
enau, conditions became more deplorable than
they were before, when they were bad enough.
"The government has not at any time been
able to exert ordinary governmental authority over the country, x and has had to pick its way with extreme care to maintain itself at all. At
no time have the junkers given up their expecta
tion of a monarchical restoration, and they have
been shockingly defiant in their attitude toward established authority. Uproars and outbreak
that lead to physical encounters recur in the
reichstag from time to time, which can only
be ended by adjourning the session. There are
monarchical demonstrations by the royalists and
anti-monarchical demonstrations by the republi
cans, but withal there are few demonstrations in
favor of the. government as it is constituted.
The world's genial dissatisfaction seems to be
even more acute and more frankly expressed in
Germany than elsewhere. Repeated strikes occur, more often caused by political or social than
industrial influences. The money printing presses persist in their output and the value of the mark has continued to sink until it is now very near the disappearing point, which is not
surprising when it is shown that the paper circu
lation has increased from 4,234,000,000 marks
in 1914, at the outbreak of the war to 169,185,
228,000, including 11,250,000,000 marks issued
last week. ,
"What all this will lead to is problematical
but it looks very much as if complete collapse
were not far distant unless some force within
Germany is able to bring about a radical reform. That the possible efforts of . such a collapse should disturb the diplomats is natural. That they are not doing anything to prevent it seems to be apparent, but it seems equally apparent, that with conditions such as they are in Germany, nothing can be done."

TODAY'S TALK By George Matthew Adams, Author of "You Can," "Take It," "Up" IT'S HOW YOU GET UP Long ago I decided that I would never condemn a human being for his mistakes. Most of us have been very much down at times. It's how a man gets up that counts! Many years ago, I heard a debate between an ex-governor and a congressman. The congressman was out for the scalp of the ex-governor. The ex-governor spoke first and gave a wonderful speech, full of sincerity and wisdom. The crowd was evidently his. Then-the congressman spoke and" for over an hour and a half uttered nothing but a tirade against all that the ex-governor had tried to accomplish during a useful life. The crowd was quick to guess his caliber and, so, often hissed. The ex-governor had but a half hour for rebuttal. He stepped out to the front of the platform and in his own manly style, clear of voice, spoke this sentence: "I would rather have been a monkey twenty years ago and a man now, than a man then and a monkey now!" The congressman melted away. It isn't how you get down, but how you get up. It's the spirit of your determination to make something of yourself that counts, that establishes your right to the world and all that it has to give. You may be very weak after your fall, you may even stagger and be unsteady. But if you will to stand, and stick to your resolution until Strength gradually comes, you may enter the ranks of the strongest and be unafraid. It's how you get up and what you decide to do after you have risen that will make the future respect you. Every man is in debt to all mankind. And so our debts should be paid in the best medium we are able to earn and give. If you fall twelve times, get up the thirteenth! Keep one lap ahead of Failure all the time, and some' of these days, Failure is going to get very tired and itself drop by the wayside, leaving you one of the powerful and helpful figures of the world. It's how you get up and why. Remember that.

Dr. Haven Emerson of the association's advisory board estimates that only one woman out of 17' in the United States receives the bene1 fit of modern medical and nursing scU epce at childbirth. The result. It Is said, is that more than 20,000 women lose their lives during childbirth each1 year, more than 100,000 babies are fconv dead and more than 100,000 die under the age of one month. The association hopes to convince expectant mothers that prenatal care Is needed, and lead them to presenti

Motor Launch Is Taking

LONDON, July 10 The flower-be
decked houseboats which American' visitors to Hampton Court, Henley and ,
other places on the Thames were wont to admire are fast disappearing from the river. The motor launch with a cabin capable of sleeping from two to four persons is taking its place. In a restless age the houseboat has been found too restful. It is going the way of other Victorian ideas. Twenty years ago one Chertsey firm used to build 14 new houseboats every year. Last year they built one. The demand now is for something that will move. Over 1,000 motor launches are now running in the Thames conservaancy area alone.
