"The enormous waste in American cities from scrapping good buildings on account of the blighting of districts has long been apparent, and for years has levied its tax on the American people. "Random crowding of stores among private dwellings, the elbowing of factories and noisy, smelly garages into the rightful domains of neat retail stores or well-kept apartment houses, and the construction of tall, bulky office buildings so closely crowded that the lower floors are too dark for human use and consequently seldom occupied, is part of the present, stupid, wasteful jumble which proper zoning will prevent and gradually correct, in the opinion of the advisory committee on zoning of the department of com- " merce. sound public opinion, and one of the grave proh

lems of the day is how to preserve this public opinion uncontaminated by the noxious influence which seek to divert or poison its current. "It is true, as Secretary Hughes argued, that a new sense of civic responsibility in matters of international concern would hasten international accord. "It equally is true that an enlarged sense of civic responsibility would .bring to happy conclusion the differences which divide and injure all contending industrial and economic forces in this country. "What he says with reference to the cause of international peace is just as true of the cause of industrial and economic peace: Public opinion 'must frown upon the constant efforts to create suspicion, distrust and hatred. plants? E. K. A. With respect to duration there are three classes of plants: annuals, biennials, and perennials. An annual comes up from seed, bears flowers and seeds and die3 within the year. A biennial grows from a seed, but produces leaves only the first year. The second summer a flower stalk comes up, seeds are produced and the plant dies. A perennial has roots which live on from year to year, unless killed. Depending upon conditions the plant may or may not produce seed every year.

ARROWS That which we send out is what tells other people of our sort and kind. I like to think of deeds as arrows sent out on journeys. And your thoughts may all be arrows that will travel around the world and into thousands of hearts. You may not know where the arrow came from that has helped you or cheered you, but you will have gained an Inspiration for personal service that will make it possible for you to send out arrqws, too. k The teacher In the classroom little realizes the arrows he is dropping In the lives under his instruction. I have in mind a teacher who taught character and kindness and the high courage of living very much better than he did mathematics. I soon forgot his mathematics, but his words of occasionally dropped wisdom lodged within me and have stayed there throughout the years. We never know when we are sending out an arrow--and many times we are not aware that the arrow sent may wound instead of inspire and help. I think that our arrows should be sent out with a prayer that they may lodge "in the heart of a friend," or prospective friend. Perhaps some will go far to some hospital where there is much pain and patience and there take out its journey's end in soothing the pain and lifting the curtains of an otherwise sad and lonely heart. Happiness is something to be learned quite as much as other things that add to the glory of living. And we may learn happiness by sending It out to others. That is the surest way to get it. Use your arrows! Float them through every air. Send them throughout the world. Many qf these arrows are sure to come back, with appreciation and thankfulness attached to their tips. What a responsibility we "have in handling our influence!

Memories of Old Days In This Paper Ten Years Aqo Today

The safe and sane celebration in Richmond did not materialize. One girl was shot, and two houses were penetrated with stray bullets. One of the houses was at 633 North Thirteenth street, where the bullet went through a ehiitter, a window and into a bedroom. No one was hurt. The other bullet went through a house on North Second street, but did no damage. Twelve pistols were confiscated on the Fourth. The ordinance prohibited the upg of the weapons for celebration purposes, but several braved the law in order to fire a few shots.

The convention, after debating the wet and dry issue at some length, adopted a compromise plank which' recommends that if changes are to be made in existing dry, laws the proposed changes must be submitted to Wisconsin voters in the spring elections next year.
