Playing Safe The awful chances which Americans take in jeopardizing their lives appal the European visitor and observer. It seems to be one of our characteristics to "take a chance." One frightful accident follows another in quick succession, but the lesson of caution and care which the fatalities should teach remains unlearned. The heavy toll of lives which was taken in New York last Sunday , might have been pre

vented, press dispatches say,' if the thousands of people on the Atlantic coast had heeded the warnings the weather bureau issued 48 hours

before the storm broke. ' For two days the oppressively hot weather had warned the people of a break in the temperature. The weather bureau had warned the public of thunder showers and atmospheric disturbances. Despite the warning,' thousands of persons pushed out from the shore in small boats and risked their lives in their, desire for pleasure. ' It was our habit of "taking a chance", that was responsible for the deaths that resulted, and the chances are ten to one that the warning of last Sunday will be no preventive next Sunday or in the days to come. . . . " , ,:'' Our thoughtlessness manifests itself in the reckless driving of automobiles, in carelessness in crossing streets, in' dashing across railroad tracks without stopping to look, and in scores of other ways that combined give us the lead in the world in the number, of casualties of all kinds. ..:

Cheney, city planning director for several Pacific coast cities, tells Chicagoans that continual trouble will be the result if zoning regulations are not established here,' says the Chicago Tribune. "That is so evident as to leave hardly an excuse for argument. A walk through

any section of the city where new building operations are very active wall convince the most skeptical. "Within the radius of one block in one section of the north side, for instance, three modern residences have been moved away within a month to make room for business and apartment houses, while a fourth is being remodeled for offices. While that does not necessarily mean loss of money to the owners of those homes, as they probably made a profit on the lots, it does mean an economic waste. And if, instead of an apartment house, the building to go up next door were a garage or a machine shop, the loss to adjacent property owners would be severe. "It is to eliminate such dangers that a zoning ordinance is required. Zoning is city insurance.

It gives stability to property values. Under such

regulation a home owner who buys or builds a3 an investment, not as a speculation, is insured against depreciation of the value of his property because of the encroachment of undesirable neighbors. A factory owner is insured against the trouble and expense of neighborhood opposition to the putting in of switch tracks, special sewers for trade wastes, etc. An apartment owner , is , insured against the possibility of a garage becoming a nuisance which will disturb his tenants and lower the value of his property. "Such an ordinance is now being prepared for Chicago. It is likely to meet with opposition, as all constructive legislation' is likely to meet with opposition. The Tribune does not know whether its provisions will be adequate and entirely just or not, but we do know that zoning regulations are essential to the economic and efficient construction and maintenance of a modern city, and the public should inform itself on the subject and be prepared to support a measure which will provide such city insurance."

Facts About Indiana (By Associated Press.) One of the most; historic highways in Indiana is the Michigan Road, which extends from Madison to Michigan City, by way of Greensburg, Indianapolis, Logansport and South Bend.

A soldiers' and sailors' monument, dedicated to the men from Blackford county who served in the World war, stands in the northeast corner of the court house lawn in Hartford City. Funds for the monument were provided by the women of the Service Star Legion and by popular subscription.

Governor Warren T. McCfay is the twenty-ninth governor of Indiana. Interest not to exceed 34 per cent a month may be charged by Indiana money lenders, operating under the Petty Loan act of 1917.

Construction of the famous Michigan road, begun in 1828 and continued for a decade. The total cost of the road up to 1840, when work was suspended, was $242,008.04. A stone marker on Weed Patch Hill in Brown county, placed by the U. S.
