authorities from many carts of the
United States are scheduled to give lectures at the Indianapolis Health Exposition, which opened at the state fair grounds here today and will cont. tinue -until May 27. Dr. Ralph E. Logsden of New York,
-- managing director of the National Health Exposition association, is di- - rector of the Indiana exposition. It
is the fifth of such events ever held in this country, it was said, others having taken place In Chicago, New York, Cincinnati and Louisville. The exposition has been endorsed and will have the support of approximately 40 civil and social service organizations of the state, it was said. Two hundred thousand persons are expected to visit the exposition, which has many features, including a life saving exhibition under the auspices of the Indiana Amateur Athletic Union.

ical world who are scheduled to give lectures or addresses are Dr. Woods Hutchinson and Dr. W. A. Evans, health writers; J. J. Tigert, United States commissioner of education; Dr. A. T. McCormick, Kentucky health commissioner; Dr. Royal S. Copeland, director of the New York city health department; Dr. Frankwood E. Williams, a member of the National committee on mental hygiene and the Rev. Charles B. Moulinier, president of the Catholic Hospital association of the United States and Canada.

The public health service needed some cord, thread, medical gauze, etc The war department had a surplus supply of this mateiial, so Dawes directed the war department to transfer its surplus to the public health service and a saving of $462 was noted.

Countless Transfers Since Dawes became the first director of the budget there have been countless transfers of surplus property from one branch of the government to another. One of these transfers involved electric light bulbs worth 25 cents. Another involved the transfer of a ship worth $",250,000. The total savings to the government by this system of transfers, lrom July 1, 1921, to March 31, 1922. was $27,209,406. Another business method for which Dawes is responsible is the creation of "savings reserves," ffective at the be
ginning of the government's present (
nscal year, the first of last July. Tne explanation of this is as follows: j As the affairs of the government' were operated prior to the present administration appropriations made by congress have always been regarded by the executive agencies as the minimum amount which they could spend. As a result they made no effort to
save anything out of their appropriations. Incurred Deficts. On the contrary, the habit grew to spend considerably more than the appropriation, thereby incurring deficits which congress was called upon to meet by the passage of deficiency appropriation bills. Under the direction of President Harding, Dawes aimed a knockout blow at that practice. Each department and bureau was notified to set aside out of its appropriation a fixed sum to be regarded a3 a "savings reserve." This reserve cannot be drawn upon except in cases of absolute emergency. On March 81, this year, these "savings reserves" totaled $135,942,975. Under the urgings of General Dawes
