Russian soviet government and the Turkish nationalists are planning to hold a conference at Kars to draw up a new treaty providing for the resumption of commercial relations between Turkey and the small republics of the Caucasus, such as Georgia and Azerbaidjan. A treaty to that effect was signed

by the Russians and Turkish nationalists last fall, but has not been ratified by the states concerned on the ground that it was unworkable owing

to the abnormal conditions in Russia.
