Russia's. Salvation Two billion five hundred million dollars is the amount set by Krassin, a Russian Bolshevik envoy to Genoa, that Russia must borrow during the next five years for reconstruction work. This amount must be borrowed from the savers of other countries, as there are no longer any sav

ers or savings in Russia. When an individual borrows, his banker sizes up his character for three main points: Has he the ability to earn steadily? Has he proved he has the will power to save regularly? Has he the honor to repay his loans promptly? A man must earn and save in order to repay. The same principles must underly the investigation into the credit of a nation before capital will be advanced to it. How do they apply to the Bolshevik Russia of today? Before the war the savers of France were the backers of Russia. They had advanced to that country about three bjjlion dollars on which interest payments always were regularly met. After the Bolshevik revolution these interest payments stopped and the Bolshevik leaders announced the repudiation of all Russia's debts. This dishonorable refusal to pay preceded their realization that they were not capable of managing Russia in an industrial sense. Along with this repudiation of national in-

debtedness went the looting of property and the wholesale murdering of owners of both much and little. Rings were torn from the fingers of women and their bodies thrown to the mob, to

be ravished and then killed. The later history of Bolshevik Russia shows it is able neither to produce nor to save. Railroads and factory equipment have deteriorated and farms fallen behind in productivity. Starvation tells the story that the Bolshevik socialistic autocracy is not able to earn nor to save for the Russian people.

Consequently before foreign savers can be

expected to come to the rescue of the Russians, the Bolshevik incubus must be removed from their necks. An economic and political system must be installed under which those who are

capable of directing production and those who are strong willed enough to save and create a

surplus shall be protected in their lives and in their savings. It is fruitless for Russia to expect recognition from the government of the United States or advances of capital from the savers of this nation until these conditions have been met. The Bolshevik envoys at Genoa seem to think they can secure the desired recognition and loans by tactics that savor of blackmail. They seek to hold over Europe the fear of a Russian-German alliance and war unless their terms are accepted. The civilized European peoples are too wise, however, to fall for blackmail. They know if they pay blackmail once they will pay it forever. Russia's salvation depends on establishing a government founded on decent principles of fair dealing to all the Russian people and to the other nations of the earth. Until Russian Bolsheviks aid in this endeavor they will have to stew in the juice they have squeezed from the lemon they have handed the Russian people. Sow and reap accordingly, is the law of the universe.

TODAY'S TALK By George Matthew Adams, Author of You Can," "Take It," "Up" "THEY TOIL NOT " NEITHER DO THEY SPIN"' . As I turned into the path leading to my home tonight I was arrested by a scene that thrilled me. Through a maze of trees the sky was streaked with purples, golds, reds, blues massed in a Bunset of exquisite design. Long: stretched across th$ sky like huge ribbons were these formations of color. It was a picture of silence. Many people glanced at It only to look, away busied with their thoughts of the day or of some event of the night. But in my memory I still hold' this passing patch of beauty. The world would have gone along just the same without thi gift from the great somewhere but thank God that it came! v I walked into the woods this morning before going to the work of the day. And at my feet I saw scores and ecorea of little white flowers poking their tiny heads up Into the light of this earth. Most of them will live and wilt and pas3 as unnoticed' as they came useless creatures of existence some would say but so long as I believe that there is a God, I shall believe that He spends a great deal of His time walking in the woods among the flowers and loving the trees handiwork of His creation. How often have you seen the still tear fall from its nest in somebody's eye only to disappear as silently as it came perhaps to moisten the soul of the one who shed it. We do not hear all the music in this world and much of the beauty that comes to us arrives in hidden form. What artist has ever been able to catch even the faintest spark of the real life of a baby's smile? And who is there in all this world who can adequately describe the breath of Spring or make worlds tell the story of the fall of Autumn leaves?

reach the town of Bungville-on-the-

Beach. I've no important errand there; I merely go to hold a chair in Abner Johnson's Blue Front Store, and loaf and talk and be a bore. It's 15 miles the signboards teach, from here to Bungville-on-the Beach, and I might take an hour, I ween, to hit those parasangs between. But I step upon the gas, and men who see my Lizzie pass, throw up astounded hands and say, "that boob will break his neck some day." I'm always winging hens and cows; and faster than the law allows I speed my bus, and make her roar, to chew the rag at Johnson's store. The speed fiends zip through dust and mire, as though proceeding
