WASHINGTON. May 3. It is easily apparent that something important ia just ahead with regard to the relations of the United States and Europe. On the one hand the presence of the leading banker of the United States, together with a representative of the principal Federal Reserve bank at the meetings of the reparations commission may be "unofficial," but no one familiar with the way such things

come about would regard it as accidental. That it is the first step in some kind of affirmative program is a fair inference.

un me oiner nana, tne opposition which any such program will encounter ia illustrated by something that happened in Illinois last week. The Illinois Republicans held their state convention. Ordinarily such a convention of the party in power would be expected to "point with pride" the principal achievements of the party in power.

The principal one of these achieve-'

ments, as everybody knows, is thej Washington conference, and the treaties that come out of it. But the Illinois state Republicans did not point with pride, nor indorse, nor even mention the four-power treaty. Go Even Further Such an omission alone would be pointed. But he Illinois state Republican convention went even further. They adopted a plank, which in effect formally disapproves the appointment by the Harding administration of any representative of the United States on any one of the commissions arising under the treaty of Versailles, or the league of nations. Here you have a head-on collision

between two schools of thought within the Republican party. On the one hand, there is the evident disposition of the Harding administration to take account of the state of Europe and do something about it. On the other hand there is the official pronouncement of the party organization in the third largest state calling for a continuance of isolation and the policy of "hands off." The action of the Illinois Republican convention is probably to be attributed 1o the senior senator from that state,

Medlll McCormick. Senator McCormick was one of the two or three most aggressive leaders of the irreconcilable faction in the senate during the league of nations debate. For Hands-Off Policy In the more recent controversy over ratifying the four-pour treaty Senator McCormick voted in favor of ratification, but it is generally understood lhat he did so with some doubt. In any event it can be taken for granted that he is still an exnonent of that school of thought within the Republican party, which believes in the "hands off" policy as regards Europe. It can also be taken for granted that this policy continues to have a considerable following among the Republican senators. Aside from that faction in the Republican party which successfully opposed American ratification of the Versailles treaty, there is a considerable group, including Republican business men as well as Republican leaders, who hold the position that the United States can, as they express it, "gpt along without Europe." This is a situation which prooamy exceeds in importance any other aspect of American politics, or indeed, of the world situation generally. If the Harding administration is determined to do something about Europe, that fact must have more -weight in the world situation than any other one factor. . Even if America did not have the clear ' Dublic evidence that the

Harding administration Is beginning to think of action in regard to American relations with Europe, that step would be easily foreseen from the factors inherent to the situation.

The Genoa conference can have only one of two outcomes: One is failure and the other is success ,no matter which of these two is the outcome, it will be easily apparent the instant

after the Genoa conference adjourns,, it is up to the United States to do I

something. America Enmeshed The ways in which America is unavoidably enmeshed in the European situation are almost innumerable. The collection of $11,000,000,000 of debts from European nations is involved in whatever the Genoa conference does on the whole subject of external debts. The resumption of our international trade to normal conditions is tied up

with whatever Europe does about international exchange. The fact that we have the largest store of gold in the United States is tied up with whatever Europe does about the revamping of the currencies of the various nations. America's policy about the recognition of Russia and about doing something to restore Russia to health cannot continue to be the same after the nations of Europe shall have taken whatever steps they make in regard to that country. But it is not necessary to recite the long catalogue of conditions which

postal employes after your letter is mailed. "Let us have your complaints. We are anxious to give service as you are to receive it. "Help us to improve. How? "Address clearly pack carefully mail early criticize, constructively. Mail the letters carefully addressed and the postoffice will do the rest. "If you have not been doing these things; try them."

Kiwanians Are Urged to Boost Attendance Every Kiwanian is being urged to attend the meeting Thursday noon in the K. of P. hall to ring up a 100 percent attendance. The club stands 1.5 percent Behind Kokomo in the attendance standing. Only two meetings remain before the close of the contest.

The winner will be determined at Toronto, where the international convention will be held. Richmond Kiwanians have only had one 100 percent meeting thus far during the contest and if they gef two

more, it is expected that they will win the prize. Their percentage at the present time is 97.72. Thursday's meeting will be closed to visitors.

DRINK PROVES COSTLY LAPORTE, Ind., May 3. One drink of moonshine, "bought from a fellow in Fox park," cost John Pysnarski $80 and 40 days at the state farm. After gulping the intoxicant he could not guide his automobile very well and bumped into a machine driven by Mrs. William Anstiss. the sheriffs wife.

Chens Elephant, 106, Given Birthday Party COLUMBUS. Ohio, May 3. Tillie, circus elephant, celebrated her one hundred and sixth birthday as guest of honor at a birthday party held for her in the statehouse yard. Tillie took part in the festivities and ate her plate, cup and saucer and even the key to the city (made of bread) presented to her by Mayor Thomas. Prof Alonzo Tuttle of the law department of the Ohio State university presented to the pachyderm an honorary law degree. The diploma was made of molasses. Tillie trumpeted once and showed her appreciation of esteem. A birthday cake, 2x4 feet, and containing 106 candles, was on Tillie's table.
