The argument of economy is finding little support on this point; and rightly so, because even those who are inclined to be pacifists are forced to admit that for the present at least the United States must maintain her naval strength on an adequate basis irrespective of the cost. The ratio which was established by the Washington conference is a check on a wild race of the powers for naval supremacy, but it does not imply that the affected powers should not maintain their naval armaments at the strength laid down in the agreement. f The American people do not love war, but neither do they believe in what Theodore Roosevelt, assistant secretary of the navy, described as a "lame duck navy." The result of the policy advocated by the "little navy" group would be a breaking of the naval ratio, and, as Col. Roosevelt aptly puts it, "We will be a second-rate country." '

The blade of grass. The single flower. The tall, lonely looking tree. But how they stand out! Each a personality t that is not afraid to assert itself. . , . And if you will note each unit in this same world of Nature, you will note that each has its own Job to perform. It is not influenced by what is around it, except in a broad, general way. A tree in a forest usually does better than one standing alone. But there is character to a tree no matter where it grows. To stand forth with a definite plan to work out, and determined to carry it through., is bound to give you prestige and reward. And your own fine independence is sure to inspire many others to strength. Many of us grow as we see growth in others. We are uplifted by the bigness of success as a fact, and with the many wonderful things that are all the time being accomplished about us, we are made to feel our own responsibility and so are spurred to be great and useful too. I "listened in" the other night to a Radio entertainment. To say that I spent a thoughtful period afterwards is putting, it mildly. Surely this is a world of wonderful achievements. Men are growing greater every day in their appreciation of what can be done. It wasn't so very long ago that many of the things which we now look upon as common helps in our passing world, were looked upon as impossibilities. I noted in a newspaper the other day that the entire population of the United States could easily ride in automobiles and cars owned by the American people. And it wasn't so very long ago that I remember what a sensation was created by the first automobile that came to our little town. And now the very breath of a man miles away can be heard through the air. . Surely the achievements of men who have had courage stand out in this time and age. Which emphasizes the responsibility of each one of us who is able to see and understand what all these things mean. Let us all try to stand out, in usefulness, big enough to be counted! '

Who's Who in the Day's News DR. BALTASAR BRUM The abolishment of his own office as president of a nation is the astounding proposal of resident Baltasar of Uruguay. He would eliminate the presidential office in every republic and substitute a commission form of government. He asserts that many misfortunes of the Latin- American countries at least have come from the abuse of too much power in the hands of single chief executives. President Brum is one of the most prominent states men of the younger generation in the Latin-American counties. He was born in the department of Artigas, Uruguay, near the frontier of Brazil. His father was a wealthy planter, which enabled Brum to study at the Polytechnic institute of Salto and the. University of Montevideo. On the completion of his college career he toured Europe. On his return he entered politics as president of the municipal board of Salto and leader of the "Colorado" party. In 1910 he was a delegate from Salto to the presidential nomination and acted as spokesman for the delegates. from the interior. Three years later he became minister of public instruction and justice in the cabinet and his progressive policies brought many reforms in educational and judiciary matters. Later he held the positions of min ister of the interior and minister of finance. After the-political crisis of 1916 Brum was made minister of foreign affairs. Ha was bitter in his denunci ation of Germany's policies in the war and was instrumental in having his government break relations with Germany in 1917. He has visited the United States.
