' The Agricultural Conference The conference of farmers called by Secre
itarv Wallace at the suggestion of President
Harding will -be one1 of the most important that has assembled in Washington for some time. Agriculture in this county and abroad is badly demoralized and a restoration of its prosperity is of vital importance to the whole world. A realization of the importance of the agricultural industry to the welfare of the whole country seems to have taken possession of the official mind, and 'same remedial plans are expected as a result of the Washington conference. In many quarters it is believed that the con
ference should have been held many months ago. -The delay in calling a conference probably was due to a lack of understanding of the real situation, or to a disposition of mind which' took for : granted that the farmer could extricate himself from a tight position without public co-opera-;tion and help. . , ; It is much better to take a sympathetic view of the agricultural situation than to encourage an apathetic attitude that will result in a complete prostration of that industry, which today, as it always has been in the past, is the very
foundation of our national prosperity and of our individual welfare. If his industry is permitted to languish, the nation is neglecting the underlying source of its wealth.
If the Washington , conference succeeds in giving to the agricultural situation the necessary relief and betterment, the reaction upon the whole business of the country will be immediate and salutary. Every farsighted business
man is glad that President Harding called the
conference and hopes that the causes for th stagnation of the farming industry will be dis
cussed and remedies found that will restore it to
a flourishing condition. -
Secretary Wallace believes that this year will
be a better one for the farmers. The paralyzing effect of the sudden drop in prices, he believes,
is wearing off and farmers are looking to the
future hopefully.
"Congress has indicated a willingness to
enact such legislation as promises to be helpful," he said a few days ago. "Farmers are coming to see more clearly that the task of putting farming on a sound basis is really up to them and that through organization
they can reduce marketing costs. In this they will have increasing help from the department of agriculture and the various state agricultural colleges which now understand they must give the farmer the same sort of help in marketing that they have given him in production. "Everything considered, therefore, we can enter the new year in a spirit of hopefulness and good cheer. I see nothing which indicates boom times for the farmer in the near future, but there does seem to be promise of better times both for the farmer and those whose business is largely dependent upon him."

The special senate committee that had been appointed to investigate conditions in Haiti recently completed its labors and announced that it would
recommend to congress that American marines continue their occupation of the island. Commenting on the committee's decision in the matter, Senator McCormick, chairman of that body, declared: "It should be
borne in mind that the vast mass of the Haitian people, kindly, gentle and a state of almost
primitive poverty and ignorance. For generations there had been no roads in Haiti prior to the arrival of the Americans in 1913. There are few trails and few towns. There was al
most no education.. Perhaps 98 percent of the people cannot read or

Horace G. Knowlcs. In a bitter attack on the recent senate investigation into conditions on the island republic of Santo Dominfro Horace G. Knowles intimates that the f findings of the committee amounted almost to a whitewash and that in reality conditions surrounding the American occupation and administration of the island "were scandalous and deplorable in the extreme." Mr. Knowles was minister from the U. S. to the republic for seven month3 during the Taft administration.
