It i plain that the citizens of ; Richmond have given ua a grave responsibility one which we must assume and meet to the best of our ability. No man or set of men could hope to satisfy everyone and criticism ia bound to com, but if every official and every department shall keep uppermost an honest desire to do only that which will be for the best interest of the city as a whole, mistakes and criticism will be reduced to a minimum. "We must at all times particularly bear in mind that we are the servants of the city of Richmond, and every complaint and every Inquiry should be
- met with conrtesy and careful consideration: Service should- be and must be the first consideration of every official and every department. Discourages Personalities No more Important branch of the city government exists than the city council. Your executive la personal! acquainted with every member and has not the slightest doubt of a sin
cere desire on the part of every member of that body to do only thono things that shall be of benefit to the city. If would be a great disappointment if any member of council should vote for any measure through friendship for your executive or against any measure from a desire to embarrass the administration. Personally your executive has no idea that any member of council would allow himself to be swayed in the discharge of his duty by personalities. in the city general fund is approxi mately $29,000 with practically all bills paid, but something like $12,000 will have to be applied to the South E street improvement very soon. The light plant general fund shows an approximate balance of $76,000 but we do not know definitely the, amount of the unpaid bill3. We understand that there are on file about $20,000 in freight bills as yet not paid by the city, as well as a large amount of coal still to be paid for. There may be other bilk? on file that will practically use up this balance, and after investigation a report on this matter will be made to council.

GREENVILLE, O., Jan. 3. Funeral services for H. S. Altick, 55 years old, one of Greenville's most prominent citizens, who ended his life by shooting, late Saturday night, will be conducted from his home Wednesday morning at 10 o'clock. Services will be in charge of the Masonic lodge of Dayton. The Scottish Rite service will be used. Burial in Greenville cemetery. Cause for Mr. Altick's act is attributed to ill health. Rev. Chadwick of the Methodist church spoke also on "Community Interests," urging all to assist in the improvement of the community and pledging himself to the same end, and to the exclusion from the community, of anything that would tend to lower

HAGERSTOWN, Ind., Jan. 3. A crowded hall greeted the speakers on the dedicatory program for the new community hall which was given in the hall Monday evening. Hagerstown citizens turned out early to celebrate the completion of the hall, and while awaiting the speakers and after the finish of the program, spent the time in visiting each other.
The gathering was called to order' at 7:30 o'clock and the invocation pro-J nounced by Rev. Frank E. Hay. Owing to the illness of Clint Woolard, president of the board of directors of the hall, the welcoming address was made hv Willarri Starr, annthpr official. '
