HISTORY DESCRIBES 1 FIRST DISARMAMENT PLAN IN EARLY TRUCE

i , i "The Truce of God" (Frera or Treuga Dei) represents one of the firt historical attempts to get alons; with smaller arman-.entu and less fighting. Its terras affected individuals, families and similar small units of the population, all )t whom, n those brave days of the Eleventh and Twelfth Centuries in Europe, were accustomed to ?o aimed to the teeth, very much as rations are today, the reader is Informed by th" Literary Digest. Was Week End Affair. The "Truce" provided that the general feuds and conflicts should end between Saturday evening and Monday morning. Beveen these hours men were not "to v.ear their arms nor kill ach other. The idea is said to have been "strongly advocated by the Bishpd of Aquata'ne. in 1032." According to "Haydn's Dictionary of Dates' (Putnam's), "The clergy strenuously exertd their influence for the purpose. A synod at Rousillon, 1027, decreed that none should attack hia enemy between Saturday evening (at the hour of ncnes) and Monday morning (at the hoar cf prime). Similar regulations v.-ers ndopted in England, 1042 (sometimes Friday and Wednesday being chosen for th time.) Backed by Church. The Truce of God was confirmed by many Counei's of the Church, especially the lat;er Council in 1179." Even though a high degree of armament continued among individuals, families, and other small groups for

k-ome centuries arter tins time, trie . "limitation of armament" idea, thus i titroduced, was ultimately successful, teaching one of its modern develop-;

ments in the so-called "Sullivan law of New York, which forbids the carrying of arms at any time without a opecfal permit.

ASKS FOR PHILIPPINE BILLS IN 2 TONGUES

MANILA. P. I., Dec. 24 At the refiuest of the American Chamber of Commerce, Governor General Wood ha t recommended to the legislature i hat all important bills introduced be printed in both Spanish and English, instead of Spanish only as at present. In his recommendation to the legislature. Governor General Wood said: "There are about 2,000,000 of the inhabitants of the Philippines who understand the English language and it is believed that it would be advisable for important measures proposed in the legislature to be given out in English as well as Spanish so that the English speaking public may have knowledge of them, thereby bringing about a fuller public discussion and understanding of proposed measures."
