SOCIALISTS ARRESTED TOKIO, Dec. 20. More than 20 socialists accused of attempting to spread radical doctrines among soldiers were arrested recently at Otsuka, an army camp for military maneuvers. The police are investigating the Otsuka socialists to determine if they were connected with the recent flood of radical literature that deluged the principal cities of Japan.
