SHIPWRECKED OHIO SAILOR IS STRANDED 20 YEARS ON ISLAND fHy Associated Prcss MANILA, P. I.. Dec. 3. Shipwrecked and marooned for 20 years on one of the Caroline Islands, 13 the experience of an American, James Howard, sole survivor of the American bark, Horatio, which went on the shoals of Kusai Island in 1901. The news of Howard's condition was brought here this week by Dr. William II. Hobbs of the University of Michigan who -has been engaged in seismic research work in the Caroline group. Dr. Hobbs said Howard was cared for by the natives and finally became agent at Panope for a German trading concern, which place he held until the Japanese took over the Islands, under the mandate from the League of Na tiona, A year and a half ago, a stroke of paralysis made Howard almost helples sand unable to work. Since that time he has been taken care of by Chief Nampei of Roukiti who has given him food, clothing and medicine. "Chief Nampei has American blood in him, speaks English well and is a man of sterling integrity," said Dr. Hobbs. Howard's case was laid by Dr. Itobbs before acting governor, Charles .E. Yeater of the Philippines who has suggested to the war department that the Japanese be asked to furnish
