LACK OF MACHINERY, WORKMEN, MAY CLOSE RUSSIAN Oil WELLS By Associated Tress) BAKU, Azerbaijan, Nov. 22. Within six months the oil fields, lying within a few miles of this city, and once counted amons the richest petroleum wells In the world, will have ceaed to produce, according to expert opinion, unless new machinery and better and more workmen are obtained. This condition Is acutely realized by the local Azerbaijan government which

1s controlled by Moscow. If the oil iaj not forthcoming, this will mean thej

Mopping of the oil-burning steamers of the Caspian Sea, several hundred in number, the 1.000 or more tugboats and steamers of the Volga still in re

pair and the oil-burning locomotives of i

the entire railway system of greater Russia. Efforts are being made to obtain machinery, possibly from the United States, by M. Serabrovsky, a trained engineer and now geneial director of the oil fields, p.nd also to induce workmen to work. Output Decreases The pre-war production averaged an-

unally about 18,000.000,000 pounds of rude petroleum, and this year it will!

run about 5.000,000,000 at best. There have been but a few new wells this yar and the old ones function slowly. The opening up of the pipe line to Batum for foreign export is out of the question, as there is not enough oil

and Russia consumes much of the present supply, herself. The general cause given for this condition is described by competent oil engineers, long on the field, as ihel "gangrene" of Soviet control. "What-j ever tlie Communists touch seem toj m to rot," declared one engineer. "It; sepms like a fatality and the worst ofi

it is that no amount of new machinery here will remedy the situation. New machinery wo.ild be broken up bjj incompetent, underfed workmen just as the old machinery has been."

Selection March Slav. Tchaikowski. As the name would imply, the composer of this number is a Russian. Someone has said that "Music in the language of the soul," and since there is no nationality to the soul, so there is no nationality to music; that is, mu

sic is universal. But no one everj

mistakes a oiec? of Russian music after he has once heard one. Marching Song This characteristic piece was written in 1887 during the great Russian conflict, and represents a nation at war. By using the minor keys and harmonies, th? writer has worked out some remarkable effects. The drums represent the marching, then ihe trumpets are heard and finally, through all the commotion, the national hymn is heard, representing joy and victory. This number has been played at times in Richmond, most recently by the Cleveland orchestra, at the Coliseum, and this number was considered

oy many to bo one of the best numbers on the orchestra program.
