ONLY HALF QUALIFIED VOTERS CAST BALLOTS AT POLLS LAST YEAR
PA IXAPltTW SRW BITIEHJ WASHINGTON, Nov. 7 Although the largest vote in the history of the United' States was cast at the presidential election last year a census report Just issued indicates that more than one-half of the qualified voters failed to cast their ballots. The potential voting strength of the United State3 is 54.541,832. there being 27,661,880 men and 26,759,952 women twenty-one years of age and over classed as citizens. The total vote cast in November, 1920, was only 26,661,606 although, the women of the country were fully enfranchised for the first time. There has been considerable speculation in Washington as to why so many millions of American voters remain indifferent to a right that the founders of the republic fought for. It is probable that hundreds of thousands of voters lost their vote last year through ignorance of the regulations of registrations, but it is admitted that these lapses as to preliminary qualification cannot account for the millions who might have voted and did not. Thousands Disfranchised It is an admitted fact that thousands of people, particularly in the southern states, are disfranchised by requirements of state election laws. There are several states, for instance, which do not permit voters to cast their ballots unless they have paid their poll taxes. It is generally agreed, however, that the larger number of those who remain away from the polls do so be- ' cause they attach no value to their citizenship. Some of these offer the excuse that they live in districts wnicn are overwhelmingly controlled by one or the other of the two great political parties and that their votes are "not needed" or cannot be helpful.
