One of the most important del ezations which will attend the disarmament conference is the Japanese group. Japan, because of its position in the Pacific and the far east, and its need for a
large navy to protect itself, will play an important Dart in the conference and its results. The Pacific and far east cuestions will be given as much prominence as the disarmament fea

LITHUANIA OCCUPIES IMPORTANT PLAGE IN RECORDS OF RUSSIA , Lithuania occupies a great place in
the modern history of Russia as the province in which the emancipation of
the serfs originated. The Lithuanian land owners had the reputation (which they long retained) of being the most tyrannical in Russia. Still, it was oy a badly worded petition from them to the Czar Alexander II, that the latter saw his way to free 20,000,000 peasants. The land owners petitioned the emperor for a more satisfactory arrangement of the relations between them
selves and their serfs. They meant,
of coure, more satisfactory for the
land owners. The Czar, in reply, authorized the formation of committees to ameliorate the conditions of the serfs, with a view to their emancipation.

There is a strip of dark pigment and above this a layer of tiny air bubbles, about 1,200,000 of an inch in diameter, say forty billion to the square inch. These air bubbles reflect the
