LAWS CONTROLLING LAKE EVAPORATION BELIEVED DISCOVERED
P Associated Press) CHICAGO, Oct. 6. After working for 11 years most of the time on a problem that seemed practically hopeless Prof John F. Hayford. director of the school of engineering of North western university, has virtually dis covered the laws controlling the evaporation of the Great Lakes. Eleven years ago in Washington, z number of scientists connected with the Carnegie Institution asked Direc tor Hayford if this problem was ca pable of solution. He replied that there was one chance in ten. "I'll tackle it on that basis," he said. "Jf you will hclpv nic". Carnegie Folks Agree Unexpectedly the Carnegie folks agreed and told him to go ahead; they would finance the research, and ever since then Director Hayford, witn the aid of Northwestern university students and instructors has been laboring on the problem. He is now in Washington with a 300-page report, but before leaving Chicago declared he felt that the odds had changed that he had gone far enough to know that now it was nine chances to one that he and his aides will reach the solution. Upon his success, there depends, the professor admits, the vital question of regulation of lake levels and the attendant ones of developing water power and draining huge cities like Chicago of their sewage. . "The first step was to discover upon what conditions the evaporation problem and its solution rested," he said. "It took us a decade but now we know that this condition can be explained to the layman as one involving the slopes of the lake surface caused by the wind, and upon the various barometric changes. Once we reached that point, we knew we were well on our way and I think that in another year, if the Carnegie Institution at Washington agrees, we shall have reached the goal. When we reach that goal, it will mean that one of the most serious problems which engineers met when they were building the Panama canal will be simplified and understood; that engineers can then estimate the flow of streams accurately by being able to compute the amount of evaporation.' Will Solve Problem. "Indeed, the whole Great Lakes problem, including water power at Niagara and the amount of water that can be used by the city of Chicago in its drainage canal will be comparatively easy of solution. It might follow, should our work prove as successful as we now expect, that the lake levels can be actually regulated, and that for instance, Chicago will bo authorized to use much more water in . its drainage system than it now ? fioes. How important this will be to a great, growing city like Chicago, all of us fully appreciate." Director Hayford will be In Washington all this week and while there will discuss with Chief Justice Taft the matter of the Panama-Costa Rico boundary i dispute. Recentlv Chief Justice Taft appointed Prof. Hayford a member of the commission that is to establish, the boundaries between these two countries. BANKERS DISCUSS BRANCH EXTENSION AND FOREIGN TRADE LOS ANGELES. Oct. 6 Foreign trade was the topic on the program of the third session of the American Bankers association 47th annual convention here today. Alignment of factions indicated however, that an internal problem throbbed with greater interest whether national banks should be permitted to extend their activities by means of branches. Bitter denunciation of extension of National banks into the state bank fields was expressed earlier in the convention in the state bank division. Delegates expected to fight out the question either today or tomorrow and put the convention on record as to a proposed federal law inai woum yeimlt this new move. The program however, in addition to the election of officers included discussions of international affairs by students. Fraser Special Guest. Sir Drummond Fraser, of London, international organizer for a bond scheme for international credits was a srecial guest invited here to expound today the details of this new move in world finance which was adopted by the council of the league of nations. "The deficits, debased currencies and shattered credit of Europe, and the cause and cure," was the topic of Francis W. Hurst, former editor of the London Economist. The report of the commerce and marine commission by John McHugh of New York and an address by Henry M. Robinson of Los Angeles before the National banV division were based upon the international situation and foreign trade promotion. GEN. WOOD RETIRES TO TAKE NEW POST WASHINGTON. Oct. 6 Major General Leonard Wood, retired Wednesday from active service in the army .to accept appointment as Governor"General of the Phillipine Islands, thus terminating voluntarily more than 36 years of distinguished .military life. His retirement was caused by insistence of administration officials, that be accept the new posit, and the refusal of congress to permit him to do so while continuing his active army status. In announcing the general's retirement. Secretary Weeks said he soon would select a vice-governor for the islands, and expected immediately to commission General Wood to duty as Governor-General. He announced also that nominations would be forwarded to congress without delay promotoing Brig. Gen. Cbas. J. Bailey, commanding the Second coast artillery district to fill the vacancy caused by General Wood's relirement.

Authoritative French writers have asserted that such a plan on the part of France would not be carried to consummation. The Daily News asked what "reasonable reservations France could have regarding the main objects of the conference" and remarked that she had large interests in the Pacific. The newspaper added that "hardly any other country is more concerned than France to prevent another war and nobody would profit more by disarmament." "Are these things" the newspaper went on "to be sacrificed for the forlorn hope of dragging America, against her will into European politics again? It is a forlorn hope as the most casual student of American opinion can tell her. In the fullness of time the United States will be compelled to take a part in Europe which will satisfy every legitimate desire of France. ' America, no more than any of the rest of us can live by herself alone. The days of isolation are past and over." Indiana Squad Arrives to Meet Harvard Team (By Associated Press) CAMBRIDGE, Mass., Oct. 5 The football squad of Indiana university, which on Saturday will meet Harvard in the Stadium in the first important "intersectional game of the season, came in Irom the west today, a likely looking lot. Coach Stiehm said the men stood i the trip very well, and were ready for stiff practice sessions this afternoon and tomorrow. As both Harvard and Indiana wear crimson, the desirability of one or the other changing its colors for the day to avoid confusion was discussed.
