On the other hand, pupils of the high school

who come to school and leave the building in automobiles should respect the lives of other driv

ers and of nedestrians. , Some citizens have :

called attention to what they regard as reckless speeding , by pupils on their way home in automobiles. They believe the pupils also should read the signs, and keep the inscription in mind as they drive to and from school. Youth is not reckless because it wants to be, but because it is carried forward buoyantly and often without realizing that it is unmindful of the rights of others. If boys and girls are rushing away from school at a speed which is jeopardizing the life and limb of citizens, the chances are that they will refrain from so doing after their attention has been called to the dan

ger of the practice.

DUSK I believe that most of us love the soft shadows those which are not too heavily accented. Like the softer and more mellow notes in music. The soul has nothing of harshness to it. Rather it is filled with the qualities of sublimity in fact set quite apart from all that has anything of discord or disturbance to it. Like the finest ring or ornament set with the purest diamonds, so does the soul reflect beauty. ' ' To dusk comes all the finer elements of the day to intermingle, as a happy family may at the close of the working hours. The sun is creeping into its bed chamber, wrapped in its most gorgeous garments. The breezes of noon-time, warmed by the Sun, become cooled and almost still. The farmer has housed his herds and horses for the night, and with an honest tiredness, feels his way to a happy rest. Weary fingers and feet relax. Minds busy with the thought of a thousand enterprises, become light and seek rest and recreation in pleasant talk. What is rarer than a perfect dusk? What peaceful quiet, and what comfort, What a time in which to hear the pin-drops of loveliness out of a world of sordidness and grasp for selfish gain. r It is at the sign of dusk that the flowers bend their heads and close their eyes from the dew of darkness. When they throw their wraps about their perfume vials conserving them for the distributing power of the wind and Sun of unborn days. At dusk, I believe that we all feel most alone and lonely. Yet comforted most by the remembered loves of the days that have gone. We come most to ourselves at dusk. It is a period of self examination and review. No finer time in which to forgive and forget than at dusk. No more fitter time in which to bathe and cleanse the heart. And what better time in which to remember what Browning said in "Pippa Passes" that "God's in His heaven and all's right with the world!"

Co-operating With Uncle Sam Uncle Sam has cut $600,000,000 from next year's budget, and so is beginning, after the lapse of a number of years, to practice a little economy. He hasn't made all the headway in that direction which he reasonably should, but his disposition to achieve economy deserves to be noticed.

While he is practicing what he has been preaching thrift the treasury department is warning against buying wild securities which promise large returns but have no guarantee of security back of. them. The government is still selling thrift stamps at prices which make them attractive bargains to persons who have money to invest. Their interest rate is assured and back of them is the wealth and power of the whole United States. Money saved for a rainy day is a source of power to the person who acts wisely and believes in thrift. So long as the government offers investments it is a good policy to acquire some of them.

DIVORCES. Divorce news fills the public prints, and jar the gentle readers: and dames in silk and dames in chintz for court decrees are pleaders. They form a dismal caravan, these dames who tire of marriage; and now and then a locoed man looms up. with humble carriage. "Gadzooks!" we mutter, as we read, "odsflsh and eke geewhizzle! Is matrimony gone to seed? Are wedding vows a fizzle? Our institutions are at fault, since sacied vows are shifting; is it not time to call a halt?

Oh, whither are we drifting?" But where one female goes to court to

have her vows rescinded, and be the melancholy sport of lawyers brokenwinded, a hundred wear their wedding rings, old fashioned homes adorning, and cherish still the filmy things they wore one marriage morning. . The girls with woes of many tints, who want a separation, allbreak into the public prints, and malie a large sensation. But happy wives who hold the fort don't get that sort of mention; they air no grievances in court, and so escape attention. So when you read of divers dames, with troubles true or phony, who ask to have their maiden names and ample alimony, remember that for every one who takes these public courses a hundred other women shun the court that -deals divorces!

FINE, IMPRISONMENT AWAIT AUTO OWNERS LACKING GAR TITLES

The purchaser of a second-hand car must hereafter demand of the vendor a certificate of title, properly signed, and this title with application for a new title In the purchaser's name, and fee of 50 cents, should be forwarded to the secretary of state as soon as the sale contract has been completed. Some persons appear to have the

idea that the assigned title, delivered with the car, is to be held by the pur

chaser. This is incorrect, as the assigned title must be forwarded to the secretary of state with an application for a new title in the purchaser's name. Dealers only are allowed the privilege of holding the title and reassigning it to the next purchaser of the car. All auto owners should at once attach their containers in the driver's compartment of the car and place the license card therein. The certificate of title should not be carried, but should be placed with other valuable papers. License plates or transfer of plates

will not be issued after Oct. 8 unless application for same is accompanied by an assigned title and application

for a new title in the purchaser's name. The only exception to this provision of the law is in case of new cars bought from the dealer or manufacturer, and application for license or transfer must then be accompanied by application for certificate of title. Should Investigate

been received. As the work in this department is now up to date, there is no occasion for delay, and owners who have not received their titles applied for more than two weeks ago, should take the matter up with the notary public who took the acknowledgment, as it has been found that many appli

cations left with notaries have not been forwarded to this department. A large number of titles have also been returned by the post office department, marked "unclaimed", "not known", "moved", "left no address", etc., and we are attempting to deliver these titles through the notaries or dealers. It Is requested that notaries public and dealers, who accept applications from auto owners, forward the applications to this department promptly each day. in order that the license

may be issued without delay. The license department will hereafter accept one certified check, draft or money order covering both applications for certificates of title and license plates. It will therefore not be necessary to secure separate remittancs for these two classes of applications.

Although some additional time was allowed owners of autos in which to procure their certificates of title, it

is now a violation of the law for any one to sell, deliver or purchase, within the limits of this state, a motor vehicle unless a certificate of title, properly signed, passes between the parties at the time of the sale or delivery. Violation of the law is punishable

by a fine of not less than $100 and not more than $1,000, and by imprison

ment or not less than two years nor more than 10 years.
