; Responsibility for the famine which is nowl
threatening millions of souls in Russia is fastened upon the leaders of the bolsheviki by their Own admissions, says a statement issued by A. J. Sack, director of the Russian information bu
reau in the United States, who submits a list of
excerpts containing these admissions which have been compiled from the published statements of
the soviet leaders as they were published in official organs. y "The situation is made more catastrophical by the fact, that, due to the destruction of transport and the shrinkage in area under agricultural cultivation, the other regions of Russia are unable to help those affected by the famine," says Mr. .. Sack. "In his address before the
eighth congress of Soviets Trotzky. himself acknowledged that about 54,000 versts (one verst equals 0.66 mile) of Russian railroads are destroyed, so that only the central part, about
15,000 versts, remains intact. Three thousand
bridges and 16,000 telephones and telegraphs have also been destroyed and we have about 61 per cent of sick locomotives. '
"Speaking at the recent Moscow conference
of the communist party, Kameneff, the president of the Moscow soviet and the chairman of the All-Russian commission vf or combating famine,
said, according to the official bolshevist Pravda
of June 30, that 'as a terrible shrinkage of the
area under agricultural cultivation, the decrease
amounting to nearly 25,000,000 dessiatines (about 67,500,000 acres), we have reached the
stage where the incentive for developing their
farms has almost disappeared "among the peas ants." - ' '
v " 'The bolshevist policy said Kameneff, 'has
resulted in agriculture having decreased to half of its former extent, while the industries, even according to an optimistic estimate, produce only
one-seventh of what was produced before.' "
The readiness of the American relief administration to extend help, as expressed through
Secretary Hoover, has "come like a ray of sun
light into Russian sufferings," says Mr. Sack
who adds that the Russian people will never for pet the generosity of their American brothers

BYRON. Byron., grand dreamer, mighty pessimist, - How beauteous are your tears, how 6weet'your sighs! TVhener you sing a god groans in the fkies. A multitude wails! Tis Byron's deep voice list! What organ tones! What symphonies! Liszt. Possessed of music's powers, scarcely vies With such majesUc verse and heartrent cries, This dreamer holds with Israfel a tryst. Don Juan, Childe Harold, Manfred, the Corsair . All of these supermen are you; your dreams. Your melancholy permeates them e'er. And yet you are no misanthrope, it iseems. TODAY'S TALK By George Matthew Adams, Author of "You Can", "Take It", "Up" COLLECT PEOPLE As we walk further into life, the people we meet along the way mean so much more to us. When we start out we take them for granted. But soon we begin to draw on them. We see things in them that we lack and want And so, like the mixing of one fluid with another, we become a part of them and they a part of us. What you are is what a score or a hundred or a thousand other people have already been. I ran into a friend of mine today who told me that he began years ago to keep a list of interesting and helpful people whom he met. And every once in a while he would send them interesting notes of some sort or other. He told me that he now had a list of more thaa 4,000 names, and that in this list were those who had inspired him through his business career and brought happiness to him in his peronal life. What finer business could one be in than collecting people? Material losses, after all, are but temporary. But when we lose a friend at the nod of one of God's Angels, or because of a misunderstanding, or for whatever reason it does seem as though the whole world shrinks a little. I never tire of people. Even the worst are good. It's because we are all both good and bad and feel the warmth of other people's urge behind every pulse-beat that Is ours. I have learned one thing about people, at least. It is this if you have a friend, the best way to keep him is to see the good that is there and let the rest alone. , Better than the collecting of antiques, old china, lace or anything, is to collect people and then to bind them to you with ropes of love and service in their behalf.

SILVER LINING. With temper sweet I bear the heat, and do no idle swearing, for solar rays are good for malze,-and prune trees, richly bearing. Dame Nature's sane and not in vain are any of her doings, she goes her course though we grow hoarse from cussings and beshrewlngs. Dame Nature's wise, and if she fries the voters on this planet, some purpose fine, some high design is there, if we could scan it. Dame Nature wends to her own ends, no waits of ours can stop her; I say, ' Gee whiz, whatever is, is right, and good, and proper." If I must bake, there's no mistake, it is the goal I steer for; if I must cook, why then, gadzook. it's what she put me here for. Whatever haps to mortal chaps is what the Dame's provided; her way is straight, she goes her gait, and cniles when she is chided.

Admiral Sturdec al battle in the
ADMIRAL STUBDEE What the baton of field marshal Is for officers of the army the flag of an admiral of the fleet is in the British navy, and the many friends in America of Sir Frederick Doveton. S t u r d e e "of the
Falkland Islands" will be gratified to learn that he has just been promoted by King George to this the very highest rank in his profession. Uncle Sam's naval men will remember him in connection with the troubles in Samoa nearly a quarter of a century ago and also as the victorious commander in the one great decisive nav-
great war namely,
the total destruction of the German fleet under Admiral Count Spec off the Falkland Islands in the spring of 1915. How Sturdee arrived there In the nick of time, his coming quite unexpected, and how he annihilated the German fleet with comparatively little loss of life among his own men by reason of the superior range of their guns, is a matter of history and furnishes a shining page in the naval annals of Great Britain. Sturdec's victory of the Falkland Islands preserved many hundreds of allied and neutral merchantmen from being "spurlos vcrsengt" by Teuton raiders, and for his services, the full value of which has never been entirely appreciated by the public, he received the thanks of parliament, a vote of money by the nation, a baronetcy and promotion to the rank of vice admiral.
Subsequently he took part in the
battle of Jutland, which as a victory
was unfortunately of a less decisive
character, through no fault of Admiral
Lord Beatty, second in command. Sir Frederick, the patent of whose
baronetcy by order of King George bears the additional words "of the
Falkland Isles' appended to his title as part and parcel of the dignity, now
makes his home with Lady Sturdee.

M. T. B. What was the date of the plague in London and how destructive was It? This terrible pestilence occurred in 1665. It came to London from Holland, where it had afflicted the people for 10 years, intermittently. In Leyden, 13,000 people died ot it, and in Amsterdam 13,287 died of it in one year, the year that it ravaged London. Its symptoms were sudden delirium, and those attacked rolled about as if intoxicated; then followed profuse perspiration. It spread to France in 1666, but died out in the winter. In London, 100,000 persons were carried off. The plague in Loudon was followed the next year by
the great London fire which destroyed much of the city. WTien London was rebuilt the streets were much wider, the drainage was improved and thatches for the houses were prohib
ited. These improved conditions put
a stop to the plague, which had cropped out each year formerly. CIVICS. Is it true that U. S.
