In the respect Mr. Wilson's manage ment of the war is penalized now by the difficulty or remembering, in quiet times of peace, what the feeling was about ships when we were participating in the war. During the early part of 1918, the Allies were in extreme danger because the German submarines were sinking ships faster than all the Allies includ ing ourselves, seemed able to build them, It was out of this situation that arose" the frantic cry for ships in the greatest possible quantity, at any cost, and of any material that could be made to float. Of the $3,000,000,000 Invested in our government shipping experiment it would probably be fair to charge off three-fourths to the cost of the war, in the same sense that shells and cannons were part of the unrecoverable cost of the war. Needs Expert Management. The one charge that can fairly be made against the Wilson administration is failure to put our shipping experiment under expert management and to handle it on a purely business basis immediately after the armistice. At that time shipping was in great demand, and we could then have sold at cost, or possibly even at a profit, the vessels which today we cannot sell at iny reasonable price. If Lasker ,or the equivalent of Lasker, with his sense of salesmanship and market psychology, had been put in charge then, we might have had a different story. . But the best way to treat the shipping board situation, as it stands to-. MANY CHINCH BUGS FOUND IN AFFECTED ZONES OF SUMMER A wide spread chinch bug Infesta tion of fields in parts of the county where the bugs were presnt in numbers this summer, is shown by recent examination and reports from farmers of the county. The bugs which are being found now are those of the second brood. most of them being adults, although a few cases are found where newly hatched or half grown bugs can be seen. The recent heavy rain3 are 'given credit by many farmers for having materially lessened the numbers of the last brood, and prevented serious dam age from it, but enough are etill pres ent to re-infest the fields next year, and all express their intention of burning out fence rows carefully this winter. . ' . - When to Start Fight. Warning is sounded by the county agent against burning before chinch bugs have gone into winter quarters. To burn out fence rows now would only mean that the bugs would find other biding places, while if farmers wait until after the bugs are hibernating and then destroy their shelter, many can be killed by the burning, and the others wil be exposed to ths cold. Serious damage from the first brood is seen only In those fields where the corn or other crops were very young when attacked. One strip of millet in franklin township, however, which lay between two pieces of corn, looks as if a fire had swept across it, while in a corn field of the same township, several acres were destroyed before the corn grew high enough to support the chinch bugs without dying. In all parts of the county where severe rains have fallen, the numbers of chinch bugs have been greatly lesjsened, but a few can still be found i:i practically all fields that were infested at all and in neighboring fields a well They are to be found about the roots, or by stripping down the lower leaves, and little colonies can be discovered in many ears which are. just "breaking." As the ear bends over, shucks at the base are loosened, making an ideal hiding place for the bug?. day is to forget the past and handle it in relation to present conditions. The theory upon which President Harding and his appointees have taken up this problem is that of the greatest possible speed in liquidating past losses, preventing future losses, and putting the institution on a reasonable business basis. Granting that speed Is the heart of the situation the most economical thing for congress to do is to authorize the salaries asked for experts and lawyers. If there were leisure years to do it in, a legal staff might be built up for the shipping board of younger men willing to work at the modest salary of ordinary government lawyers. But if the situation is to be handled with promptness and vigor, if the $200,000,000 of claims against the government are to be defended with the energy with which a private litigant would defend them, then the way the shipping board has gone at it is the way most men engaged In private business would go at It No "Flapdoodle" Wanted In the defense of these $200,000,000 of claims against the government, the difference between the first-clas3 lawyer and what Lasker irreverently called "flapdoodle political lawyers" probably Is not less than $50,000,000 In the sums that the government will have to pay. It 13 evident that two of the' things closest to President Harding's heart are the cutting short of the appalling expense which the government now suffers in its management of the shipping board, and, after that, the salvaging and upbuilding of a reasonable mercantile marine for the United States on a sound basis. At times President Harding has come nearer to sweating blood in his anxiety about the shipping board than about any of his other cares.
