ROAD BUILDING HELD UP BY FREIGHT RATES, STATE DELAYS WORK (By Associated Press) INDIANAPOLIS, Aug. 18. The state highway commission is opposed to any extensive ' program of construction until such time as the railroads "show a disposition to co-operate" by reducing rates, Lawrence Lyons, director, said today. "Road material companies have shown a disposition to co-operate with the state highway commission to reduce the cost of road building and maintenace, but the railroads have not," Mr. Lyons said. "In view of this condition, the commission has gone on
record as opposed to an extensive program of construction until such time as transportation companies will co
operate." Costs More Than Material.
Mr. Lyons pointed out that recently the commission contracted for two sections of Federal aid roads at $37,000 below the engineers' estimates, "proof
in itself that materials aie declining. He cited a situation developing recent
ly at Columbus, where he said the
commission paid $402 for gravel and
the railroad charged $524 to haul it to
CrothereviUe, a distance of about 34

the evening entertainment, the pugilists being drawn from among residents of the community. Band con
certs were on the program for botn afternoon and evening, the music being given by the American Legion band of West Alexandria.

FOOD PRICES HIGHER IN JULY, IS REPORT WASHINGTON, Aug. 18. Retail
food prices in July were 2.7 percent
higher than in June, while the prices of wholesale foodstuffs advanced 1.5 percent, and wholesale farm products 1.75 percent, the department of labor announced yesterday. On 43 articles on which retail prices were obtained, 16 showed increases, including potatoes. 26 percent; eggs, 20; butter, 16, and sirloin steak, 1 percent. Decreases were noted in 23 articles, including sugar, 9 percent; cabbage, 8; onions, 5 and bananas, 2 percent. WAYNE COUNTY

The post office department has announced the appointment of Charles F. Porter as acting postmaster at Hagerstown, Ind., a third class office, to succeed N. Eddy Mason, whose term expired last July 21. Mr. Porter, who operated a grocery store in Hagerstown for a number of years, will serve as postmaster until a permanent postmaster has qualified through civil service examination. The date of the examination has not yet been announced.
