BARUGH, OPTIMISTffiT DECLARES AMERICA MUST LEAD EUROPE f Bernard M. Baruch .the banker who sailed for Europe June 14, after declaring that he -was an "incorrigible optimist." has returned to the United States after a close study of affairs in Germany, France and England, more optimistic than ever concerning America's true state in world affairs. "But," Baruch said, after reaffirming his optimism cdfacermn this country, "the world is looking to America more for leadership than help, for moral direction, rather than mere loans, and

I would modify my

optimism if I thought that America would not, sooner or later, take her place in the direction of the affairs

of the world."

Baruch, although refusing to speak definitely of the League of Nations,

dwelt very strongly

upon the need for peace, and spoke of the necessity of

achieving this by

an "association of

nations."

"This country can no more stand alone than the other nations can stand without us." he said. "There will be no prosperity in the world until there

is peace .and there Is not peace now. There will be no peace until the Ger man reparation question is settled

That cannot be settled until Franca

gets the security she is entitled to.

"No one can understand the situation who does not know that no Frenchman would dare to do anything that might lead France to a position where there was a possibility of a recurrence of 1870 or the world war. No Frenchman will agree to a peace without real assurances that there will be no recurrence." Although Baruch spoke with little interest of Harding's call for a disarmament conference, dwelling more emphatically upon the need for an association of nations, he said the president was facing great difficult and that it was with ill grace that any one would criticise or attempt to discredit him now. "Physical disarmament does not amount to anything until you disarm the peoples mentally'" he declared. Baruch was obviously desirous of making it plain that hi3 visit had no significance beyond that of a visit of a purely personal nature, but he admitted that in London he had talked with Lloyd George, General Smuts, Lord Northcliffe, Premier Hughes of Australia and others prominent in the life of the British empire. In Pari3 he saw Clemenceau. Briand and others and in Germany he conferred with Chancellor Wirth. Professor Ponn, economic expert, and others who ar3 heading the nation.
