As a result of the change in' pro-' cedure, many senators declared the American valuation section as drafted by the house, had small "chance of receiving the committee Approval.. It was said that none of the Democratic committee members favored ' it, and that several Republicans would oppose it. Sentiment has been evident in the committee for acceptance of the modi f ied home value . plan, proposed by George C. Davis, of the New Tori.' customs house. ' " " - This would place the burden of proving that imports were comparable of competitive with American products or the domestic manufacturer instead of the customs service. " The home value basis, it is asserted, would be installed only in cases where proof was forthcoming of the similarity of the articles ,in which event "Its proponents believe there would be little room for litigation over customs decisions as to values. Want Terms Defined. The pplnt was made today by Thomas J. Doherty of New York, rep resenting the National Council of Im porters and Traders, that the house bill had given.no definition of tha terms "comparable" and "competitive."
