"A most important meeting has recently been held between the , French minister in charge of reconstruction and the German minister in charge of industry. These men virtually reached an agreement upon a policy. The outcome will be that Germany will supply building materials for reconstruction work. "French bankers and public men are anxious not to increase their foreign indebtedness. They say the labor cost of reconstruction work can be met by internal loans. "Trade is unbalanced as between countries and it is unbalanced as between classes of producers. It is all wrong that this country should be receiving gold from Europe. It is needed there for the support of the monetary and banking systems. We need

The delegates to the convention of the general federation of labor, by a vote of l,55rt to 1,348, decided yesterday to continue adhesion to " the Amsterdam Internationale. The minority favored withdrawal from the Amsterdam Internationale and closer, bonds with the Moscow Internationale. .

funds made available would go a long way toward restoring normal industrial conditions. Banks throughout the country have in their possession millions of dollars of whisky certificates. Because of the recent prohibition acts the men who borrowed money on these certificates have no way of liquidating, it is stated. The loans were made for the most part during the war or before it. FAILS IN PLANE DASH TO OHIO DEATH BED (Ey Associated Press) LIMA. CU July 29. Death won in a cross-continent airplane race when Timothy Spellacy, 63, Los Angeles oilman, died at a hospital here as his brother, Michai Spellacy, raced eastward from Tulsa, Okla., to his bedside. Fifteen minutes after receiving a message that the death of his brother was imminent, Spellacy had engaged an airplane ana the race began. Deacn came late yesterday before the Tulsa man reached Lima. Timothy Spellacy was a native of Iconamut, Penna. He located in St.. Mary's, Ohio, when a young man and was a pioneer in the local oil field and one of the original owners of tho Ohio Oil company. In later years v was identified with the development of the Texas and Mexican Oil fields. He was widely known in politics in California and at one time was a candidate for lieutenant governor of that state. He also served as chairman of the Democratic 6tate executive committee of California. The body will be taken to Los Angeles Monday for burial.

AGREE ON WAGE CUT PARKERSBURG, W. VA.. July 29 Wage reductions of approximately nine and one-half percent will go into effect Aug. 1, for the employes of the Surter Oil company, a subsidiary of ihe Standard Oil company, according to a decision reached here yesterday by representatives of the managers of the employes. Representatives from Ohio, West Virginia and Kentucky attended the meeting, which was in charge of C. J. Hicks, executive assistant of the president of the Standard Oil company.
