MINISTER DISCOVERS STONE AGE NATIVES IN SOLOMON GROUP (By Associated Press) LONDON. July 18. People who are still living In the manner of the stone age are found on Rennell island in the Solomon group, Melanesia, according to Dr. Northcote Deck, a missionary. 500 inhabitants, and because of their 60 Oinhabitants. and because of their isolation, through lack of ship's anchorage, even their dialect ha3 never been studied. The natives bad only Implements and weapons of stone, and wood when Dr. Deck first visited the island. They

showed great eagerness to barter home-made articles for anything made of iron. "The men are great fighters and wrestler. Their throwing spears have points made of human leg and arm bones, and tipped with a bone splinter designed to break off in the wound." says Dr. Deck. "They seem to feel keenly the monotony of their Isolation and showed a settled melancholy, both in their faces and the cadence of their voices. Their only sort of music, to which they dance. Is the tuneless beating of a log." The teeth' of flying foxes which swarm in the caves on the island seem to be the only form of currency known there.

Explain Tax. The capital stcok tax is a special

excise tax Imposed on corporations with respect to "carrying on or doing

business." The tax on-domestic corporations is $1 for each $1,000 or so much of the fair average value of its capital stock for the preceding year ending June 30 as is in excess of $5,000. Foreign corporations are required to pay a tax at the rate of $1 for each $1,000 of their capital employed in the transaction of business in the United States without the benefit of the $5,000 deduction.. The tax is payable in advance, returns filed in July of this year covering the taxable year beginning July 1, 1921 and ending June 30, 1922. Returns are required of every domestic corporation regardless of the

par value of its capital stock, and of

every foreign corporation irrespective

of the amount of capital employed in

this country in the transaction of us

business. Certain corporations not

organized for profit are exempt from

capital stock tax. The class of or

ganizations entitled to the exemption

is described in regulations 50, re

vised, copies of which may be obtain

ed at the office of the collector. Exemptions Possible.

Corporations claiming exemption

, are required to file returns setting forth their reasons for such claims, accompanied by evidence in support

thereof.

If, because of lack of complete data

or other reasons than illness or ab

sence, it Is Impossible to file a com

piete return on or berore July 31, a tentative return may be filed, reporting the approximate fair value in order that an Initial assessment may be made, thus avoiding penalty. Penalty for failure to file a return within the time prescribed is an added assessment of 25 percent of the amount due, unless it is shown that the failure was due to reasonable cause and not to neglect. In addition to the added assessment a fine of not more than $1,000 is provided for failure to make a return on time. For 'wilful refusal to make a return, wilful evasion of the

tax. wilful refusal to supply informa

tion requested by the commissioner,

or attempting in any way to evade the tax and payment when due, the

penalty is a fine of not more than $10,-

000 or imprisonment for not more than one year, or both. With a view to the prompt collection of the capital stock tax, and for the convenience of the taxpayer as well as the government, the bureau suggests that corporations submit checks with the returns for the amount of tax -due. This method 13

(By Associated Press) "WARSAW, July 18. Conditions in Kiev, in the Ukraine, are reported worse than at any time since the troubles of Russia began. Word reached Warsaw recently that the population of the city had

dwindled to something like 100,000 persons, whereas at the beginning ot the war there were approximately 700,000 inhabitants. Travelers who have crossed the frontier within the last few weeks, most of them under difficult circumstances, assert that the Bolshevik authorities are again in complete control of the city. At intervals during the spring there were times when the Insurrectionists held the upper hand. In many villages in the Ukraine the peasants are reported to have organized and driven the Soviets out and the peasants are reported endeavoring to strengthen their antl-Bolshevik organizations to prevent interference with their farms and villages. Travelers say only a few stores are open in Kiev, one of these being a florist's shop.
