The 1921 Chautauqua The program for the chautauqua this year leaves nothing to be desired both as to quality and quantity, and patrons of that popular form of recreation and instruction will not be disappointed over the offerings. This form of entertainment has taken a firm hold not only on the residents of Richmond but also on the residents of the neighboring towns who annually conduct chautauquas. Large, audiences hear the speakers and singers, giving their approval year after year by patronizing the venture. The chautauqua has become an institution of American life. It attracts men, women and children, who find a never ceasing amount of pleasure in listening to the programs. The popularity of the chautauqua is to be seen in another feature. Prominent men are glad to appear on the circuits. True, they are paid well for their effort, but if the chautauqua did not serve a good purpose, noted men would not care to be identified with it. The Richmond chautauqua has performed a good service in this community for many years, offering wholesome amusement and good instruction to its patrons. This year's program is no exception, and the patronage undoubtedly will respond to the offering.

light plant was a wise one, irrespective of the! fact that the suggestion, even if it had been accepted, would have been contrary to law. The plant now is in the best physical condition in which it has been for many years. Long delayed repairs and replacements are being made and the installation of new machinery will enable the plant to give continuous service. As has been pointed out repeatedly, the condition of the plant became deplorable because repairs had not been made in years past, and its finances became impaired because the rates had not been raised soon enough. These weaknesses in its management have been remedied. Constant heckling and efforts to obstruct the progress of the plant are neither encouraged nor commended by the citizens, who are tired of hearing charges that are not based on facts; If some of the critics of the plant, instead of trying to find fault for the mere purpose of

creating unrest and dissatisfaction, would turn their minds to real constructive efforts the city would be much better off. The last report of the engineer of the Indiana public service commission is indicative of the improvements that have been made in the plant and its finances. If bad conditions have been improved, and the plant is giving good service, the reasonable and sensible thing to do is to be glad of the change. Mere malicious, destructive criticism whose only aim is to make trouble and to embarrass the city serves no good end. It neither improves conditions in the plant nor redounds to the welfare of the taxpayers who own the plant. What would be gained by transferring management of the utility into the hands of a nonpolitical commission? Reduction in rates cannot be accomplished ; repairs will not be rushed faster than they are now; new machinery cannot be installed faster. If the city council and the board of works want to confer a favor on the citizens, let them work harmoniously instead of seeking to foment disturbances and trouble.

Who's Who in the Day's News HEREERT C. PELL. Herbert C. Pell, of New York city, the new Democratic state chairman of New York, enjoys the unique distinction of being the first Democratic state chairman whose name appears in the Social Register. He is independently wealthy and will devote all his time to the position. The assumption is he may also devote a good part of his money to it. Counted an experienced politician and a good mixer. Pell made an unprecedented run for congress in 1918, when he defeated Frederick C. Tanner, ex-Rcpublican state chairman, in the Seventh congressional district, 4 4 J W C PELL Manhattan, which includes the Fifth avenue millionaires and the hotel and theater district. Pell was defeated for re-election last year by Ocden L. Mills. Born in 18S4, Pell is married and has one son. He is a member of the exclusive Union club. One of the most active Democrats while in congress. Pell was the only representative from New York who voted against the soldier's bonus bill. Cicero's idea of quitting life was "as I would an inn!" No bluster, no excitement just quietly, softly treading the laneway. Wendell Phillips was one of the most effective orators that America ever produced, and yet my father once told me that he stepped so unpretentiously upon the stage and went to talking in so quiet manner that the listener's first question seemed to be: "Is this the great Wendell Phillips that I have been told so much about?" But as the orator spoke on, his audience, as one man, seemed to be sitting forward in their seats, reluctant to lose a single word or inflection of voice. Learn ease! You will go so much faster and get so much further. The pushing crowd is the slow moving crowd. Slow up. Take your time. Think more and talk less. Then you will have more to say. Most things turn out all right in the end if you leave them to their natural way.

They look on me with loving lamps, with lamps that shine like stars, and borrow two-cent postage stamps, and touch me for cigars. Eldorado Lodge Plans Opening of New Theatre ELDORADO, O., July 8. Under the auspices of the local K. of P. lodge-, the opera house here has been fitted up for moving pictures. The first show, admission to which will be free, is to be staged Saturday night. A Universal production entitled "The Virgin of Stamboul," will be screened. Doors will open at 7 o'clock. L. F. Schueser and family returned Monday from a trip to Cedar Point, Bucyrus and Columbus. They attended the meeting of the state teachers' association at Cedar Point. Mr. and Mrs. Frank Stayton, Mrs. Lydia Emrick and Harry Fulkerson and children were among those who attended the funeral of Joseph Eliker at New Madison Friday afternoon.
