Anti-City Manager Platform Adopted by Unanimous Vote

Declaring that the right to select , the chief, executives inheres in the people, that this right is fundamental in popular government and cannot be alienated without endangering the safety of the people, the declaration of principles unanimously adopted at the meeting of the anti-city manager organization Tuesday night states that a city manager form of government is re-actionary in tendency and conducive to no good ends. The declaration was presented by John Niewoehner, chairman of the committee appointed at a public meeting a week ago. A general discussion was held preceding the vote on the adoption of the platform. Arrangements for a mass meeting with a speaker who has had experience with the city manager form of government Is expected to be held early next week. Gath Freeman, city chairman, is in communication with several speakers, he announced at Tuesday night's meeting. The declaration is as follows: "Whereas, the proposed city-manager plan of government provides that the chief executive or administrative officer of the city is to be chosen by a commission elected by the people and not by the direct vote of the people, we believe that such form of government is re-actionary in tendency and is conducive to no good. ends. "Governments are instituted to secure to the people their inalienable rights. These rights have found their highest expression, and people have achieved the greatest liberty and safely and happiness, under the now long established forms of gorvernment found in the United States. The present form of city government, being patterned after the form of the federal government, is comniobly known as the federal form of city government. None as good has ever been devised by the ingenuity of man. Just as our federal government as constituted has been able to. meet, and defeat its enemies both from without and from

within, so also has our city government as constituted been able to withstand and repulse the onslaughts of its enemies and so will it continue. Say Minorities Rule. "We believe in popular government by majorities of the people and not in government of the people by factions or minorities. Under the city manager plan the commission of five members is elected. With a large number

been justified in practice and has secured to the people the highest attainments of civilization. We believe in the capacity of the people to select their, officers by majority vote we have confidence in the righteousness of their expression at the poles. In matters of policy in city government the . issues should be squarely drawn just as in our national affairs

far as possible, so that the will of the majority of the people can be obtained upon any such issue. This cannot be under the city-manager plan. Each candidate for the commission is for himself alone in theory he represents no political party elected at large and from no particular ward or district he represents only himself or the faction or machine that fostered his candiracy. Predict Machine Rule. Government by factions and political machines would reign supreme with the city manager form. The people have not even the right to recall! Once intrenched on the commission there is never a chance to oust them. The people would have no opportunity to elect an entire new commission, for there are always two or three commissioners who hold their office through each, election. Three of the commissioners constitute a majority and they determine the policies and decide all questions. What an opportunity for corruption! With two members intrenched on the commission, the faction in power would by its insideous machine politics centralize and concentrate its

While this is true in the largest tense, there are al3o prudential affairs in city government. We believe that these affairs should be handled with economy; and experience has shown that the present form of government, which is truly representative of the people, Is more economical than the new plan. The necessary cost of the new government is greater. The chance for corruption and waste of public funds is greater under the new, because the city-manager is a law unto himself; he has the sole administra
