MYSTERIOUS RELIGION a RESULTS IN ARREST OF CULT PROMOTERS
TOKIO. May 17. The sudden arrest of three priests who presided over th mysterious Japanese cnlt known as Omotokyo, founded by an elderly woman earned Deguchi, has again' brought into public notice this religion, which aroused Interest throughout the Empire because it is regarded as a strange mixture of extreme chauvinism and revolutionary radicalism. Many extraordinary reports have ree?ntly been circulated concerning th mysterious influence of the cult. For nstance, some people atributed the recent curious murder of a wealthy Osaka business man while he was raveling in a train from Tokio to that Sty, as an act of vengeance of Omotokyo. Force Contributions. Many wealthy people who became Interested in the cuit are alleged to have been forced to make large contributions, and it is even charred that some people who obtained intimate knowledge of the secrets of the relig ion mysteriously disappeared. Some
who went to Ayabe, a small village in the province of Taraba, Kyoto prefecture, where is located the headquarlers of the religion, for the purpose of detecting the real nature and 6cope of . the cult have failed to return and are entirely unaccounted for. The charge upon which th three priests were recently arrested is unknown and the Japenese newspapers have been forbidden to publish any news concerning the arrest. A girl of H, Noahi Deguchi, the daughter of the fj- founder, Is supposed to be the prfcsiding priestess of the temple and it is declared that other priests have explained the disappearance of their leaders by telling the Omotokyo worshippers that they have been bidden by some unseen deity in accordance with divine will. One of the attribute? of the temple at Ayabe was professed to be a sacred well in the compound of the temple and this water was supposed to como from a spring of holy origin. Mining enginers from Kobe working on a concession near the temple uncovered two big water pipes which fed the well from a nearby pond. The engineers will excavate the ground of a subterranean hall below the famous golden pavilion of the temple. The story is that the founder of the cult buried a million yen worth of pure gold in the floor of the temple and that ten carpenters who were employed in the construction of the hall never returned to their homes.
The Theatres WASHINGTON Mack Sennetfs entertaining qualities are assuming a finer degree of excellence with each new release, and audiences at the "Washington Theatre pronounced "A Small Town Idol" the most effective comedy that has yet come from the expert hands of the master builder of comic plots. "A Small Town Idol" achieves more legitimate honors than any Sennett comedy since "Mickey." At times the Hot interest and story values of the production rise to points of poignant interest. But Mr. Sennett is too wise i to repudiate entirely the style that
w,i identifies bim. There is much riotous hilarity In "A Small Town Idol," there is a veritable army of beautiful girls five hundred of them assembled in a single episode, and there are ingenious "stunts," thrilling escapades
and widely developed chases. The production is an Associated Producers release. MURRAY Labor unrest is the central theme of "Uncharted Channels," the Jesse D. Hampton production starring the celebrated actor H. B. Warner, now showing at the Murray Theatre. The
picture is a Robertson-Cole release. Warner, noted as the "dandy" of the stage and screen, makes a radical departure from his usual roles in this comedy-drama dealing with a problem occupying daily the front pages of newspapers and intimately interesting to wage-worker and white-collared man alike. As a humble employe of a great manufacturing plant. Warner as Timothy Webb, Cnd. scion of a wealthy family solves the problem. MURRAY VAUDEVILLE Four acts of jrood vaudeville say "Greetings," at the Murray the first half of this week. Hall, Ermine and Rrice, a trio of two pretty girls and oue coaiodian, headline the bill. None of the features of the act are unknown to vaudeville, yet the combination is pleasing. Hall is an artist on the unicycle. Both of the young ladies are musicians. One is master of the violin, while the other is an accomplished pianist. S They carry with them an elaborate 7 lighting arrangement, reproducing a night scene from Broadway. "The Star Boarder," by Silver, Duval and company, i3 notable for its genuineness. The young lady is clever and winning; the old gentleman Is from all appearances, an honest-to-roedness elderly map. "Down the Trail to Home Sweet Home." by the young lady is the best vocal number. The team has a stock of popular corned v. Elsi Schuyler and company really have an offering different. Miss Schuyler's "Raggady Andy", while impersonating a safdust stuffed doll, is expertly performed. "It's Not What You Wear, But How You Wear it." is her first number. One does not have to seek to find Miss Schuyler's talent. She is assisted by a young lady with dancing ability. Extremely novel is the act presented by Farrel and Carley. Using colored rags of all sizes and shapes, this team forms pictures upon canvasses. Oil is used in painting two of their series of scenes. Tbe act exceeds iu novelty and excellence anything similar seen upon the local stage. H. B. Warner in "Uncharted Channels" is the film feature. Marvin.

CITY MANAGER (Continued from Pace One) that their legislators did not do in office what they had promised to do before election. Much of the trouble was not in writing the laws. It was in getting the laws executed after they were put on the statute books. Our failure to get laws executed is the cause of much of our trouble; not lack of legislation. "Now let me lay down a simple axiom. If government is to be a popular government it must be simple in its structure. Unless your government is simple it cannot be popular. Complicated government leads to the placing of power into the hands of bosses and groups. Eggs In One Basket. "It has been said that people should not put all of their eggs into one basket. In government it is just the contrary. Put all of your eggs in one basket then watch that basket. Where government eggs have been placed in a number of baskets it has been founa that a number get broken and occasionally a whole basket of eggs will be found missing. "If we are to believe in popular government we know that it must reflect the will of the majority. Next, it must be so organized as to execute that will in the shortest possible time. Government failing to execute the laws passed has been one of our greatest troubles. "The simple federal plan of city government, the kind you have in this city, can write in the peoples will. There is no doubt of that. From that standpoint it is all right. The catch Is that mayors are rarely good executives. They are chosen because of some policy rather than ""because thy know how to get a thing done. Mayors are primarily chosen, because of some thing and not because they know how to do it. Serious Defect. "The most serious defect Is that, history of popular government in cities in the civilized world proves beyond a I shadow of a doubt that you cannot be ! fure of executive ability by popular vote, l ou do not get an opportunity to elect, a mayor of executive ability because men with executive ability do not have to go before you evory four years and plead for you to elect, them. "Suppose you elected a school board, then elected a superintendent of fchools. What would happen? First thing you would know, some man of the garden variety would decide that, he would like to be a school superintendent. Wanting to get elected he would promise to s;e that certain teachers would be appointed, and that certain janitors would -b given jobs. Partisan spirit is inevitably injected into an elect ion. "I have not said that we shouldn't have politics in government. Politics is the difference between people on what should be done. This would be an insipid city if all believed alike." ExDlains Failure. Prof. Hatton at this point said that the people who suffer mopt from the failure of a city to provide efficient government were the great "rank and fie." Persons with means, he explained could provide themselves with what they needed. "Under the mayor and council plan," Prof. Hatton said, "you take an untrained man into one of the greatest and most difficult jobs of all. In only one city are they to hold an election to determine if they wish to continue, and I believe they w ill continue. City managers are constantly being offered more in private enterprises than they receive as city managers. This proves the worth of the men. Eliminates Partisianship. "The manager plan has all but eliminated partisianship. Will commissioners appoint n partisan manager? Those going into the field as city managers are doing so with the plan to make it their profession. Managers know that they will be kicked out at the next election of commissioners if partisianship is shown by them. "Isn't the city man.iger plan a cold blue steel without a heart?" same ask. "The contrary is tru. The city manager plan gets closer to the people than any other plan. If your manager does not satisfy you, you can get rid of him immediately. You cannot get rid of a mayor on anything short of a criminal offense until his four years are up. Predicts Success. "I predict that the manager form of government will have more effect on our national government in the nevt 50 years than anything short of the federal constitution has had. He went briefly into the old standards of city government, and followed iheir progress from the systems used in Athens and Florence, up to the present systems.
