LEGAL NOTICE ORDINANCE NO. 648. 1921 RECORD "P" PAGE 15 An ordinance regulating carnival and providing for the licensing thereof. Be it ordained by the Common Council of the City of Richmond, Indiana: Section 1 That it shall be unlawful for any show, amusement device, fortune teller, or any place of entertainment or collection of such shows, amusement devices, fortune tellers, or any places of entertainment conducted in the manner of and commonly known as a carnival or exhibit to the public in said city of Richmond, or to advertise a carnival exhibiting within 2 miles of said city in any manner to the public of said city, or to use the streets thereof in connection with the establishment or exhibition of such carnival which is of a lewd, immoral, indecent or improper character. Section 2 And be it further ordained that no carnival shall exhibit within said city, nor shall any carnival exhibiting within two miles of said city use the streets thereof in connection with such carnival, or advertise the same within said city, without the owner of said carnival first receiving a license bo to do from the City Controller of said City of Rich mond, for which said City Controller shall charge a fee of twenty-five ($25) dollars for each week or any part thereof. Section 3 No license shall be Issued to any carnival by the City Controller until he has determined that such carnival is of a good character and full complies with the provisions of this ordinance, and in passing upon the character of such carnival the City Controller shall counsel and advise with a committee to be selected by this Common Council and to be known as the "Committee on Public Morals." Such committee is hereby created and it shall be composed of three citizens of said City of Richmond. Section 4 The members of such committee on public morals shall be elected by the Common Council of said city upon the final passage of this ordinance, and such members shall serve until the first meeting of said council in January, 1922, at which time and on the first meeting night of said Council in January of each year thereafter, members of said committee shall be elected by said Council each for the term of one year or until their successors are elected and qualified. The members of such committee shall serve without pay, and no member of such committee shall own, operate, be an employe of, or associated with any theatre, show, or other public entertainment. Section 5 No fee shall be charged by the city, or said Committee for services rendered in assisting the Controller to determine the character of any carnival; but any proper and necessary expense incurred by said City Controller or such committee In investigating the character of any carnival or the shows and amusements which comprise it, or the character of the people owning, operating or being connected with said carnival, shall be paid for by the exhibitors thereof. Section 6 Any license granted by the Controller to the exhibitors of any carnival may be revoked at any time by said Controller upon it being de termined by him that such carnival is not of good character as provided for in this act. Section 7 Any person owning, operating or being employed in connection with, or advertising or using the streets of the City of Richmond in connection with the establishment or exhibition of a carnival which is not licensed as herein provided for, shall be deemed guilty of a violation of this ordinance and shall upon conviction thereof be fined in any sum not less than twenty-five ($25) dollars, nor more than three hundred ($300) dollars to which may added imprisonment not exceeding six months. Section 8 This ordinance shall be in full force and effect from and after its passage and the due publication thereof as by law required. Province of Shantnnr. China. Japan has decided to return the province of Shantung to China Immediately and unconditionally, according to a report recently poblished in a New York newspaper. The government at Washington fa enable to confirm the report. It is known, however, that Japan has suffered severely from the Chinese boycott, of Japanese goods and powerful trading and other elements have insisted that the economic concessions the Tokio government intends to exact from China as the price of tbe return of Shantung are not worth enough to pay for continued Chinese hostility.
STATE BOARD WILL DIRECT FUND DRIVE OF SALVATION ARMY A drive for funds for the Salvation Army will soon be started under the direction of the State Advisory board A committee has been appointed for the drive to be held in Wayne ounty, and Dr. George B. Hunt has been selected as chairman. The Salvation Army is the only institution in Richmond which during the past year has spent more money tfcan they have raised for their relief purposes. For the last year they have spent about $800 more than has been donated. State of Indiana, will meet at i a - a a nvink in the forenoon, Monday, June 6. 1921. the eame being the first Monday in June of this year, at the Room of the County Commissioners in the Court House of said county, for the following purposes: 1 To hear complaints of any owner of personal property, except euch property as is originally assessed by the State Board of Tax Commissioners. 2 To hear complaints concerning the assessment of real estate ordered by the State Board of Tax Commissioners to be re-assessed for the year 1921. 3 To equalize the valuation and assessment of property and taxables made by the assessing officers subsequent to March 1, 1921. 4 To equalize the valuations made by the assessors, either by adding to or deducting therefrom such sums as mav be necessary to fix assessments at "the true cash value of property. 5 To review all assessments and to inquire as to the valuation of the various classes of property or parts thereof" in the several townships and divisions of the county. 6 To make such changes In assessments, whether by way of increase or decrease in the valuation of the various classes of property, as may be necessary to equalize the same in or between the townships or any taxing unit. 7 To determine rate per cent to be added or deducted in order to make a just and equitable equalization in the several townships and taxing units so as to conform throughout the county to a just and equitable standard. 8 To add omitted property In all necessary cases. 9 To increase the valuation of omitj ted property, when necessary, as made bv the assessors. 10 To correct errors In the names of persons and in the descriptions of property and in the valuation and assessment of property upon the assessment list. 11 To correct any list or valuation as may be deemed proper. 12 To correct the assessment and valuation of any property in such manner as will in the judgement of the Board of Review make the valuation thereof just and equal. 13 To add to the assessment list the names of Dersons. the value of personal property and the description and value of real estate liable to assessment but omitted from the lists. 14 To assess the capital stock and franchises of all domestic corporations except such as are valued and assessed by the State Board of Tax Commissioners. 15 To consider and act upon recommendations made by the county assessor. 16 To do or cause to be done whatever else may be necessary to do to make all returns of assessment lists and all valuations in compliance with the provisions of the taxing laws, and especially of an act concerning- taxation approved March 11. 1919. and the acts amendatory thereof and supplemental thereto. The County Board of Review Is also subject to be reconvened in special session, to meet on Tuesday. August 2. 1921 to consider the certified report and information regarding the Inequality or lack of uniTormity of assessments In this county as may be presented to said board by the State Board of Tax Commissioners. All to be done to equalize the valuation and assessment of property and taxables in said county for taxes for the year 1921 and of which all property owners and taxpayers are required to take due notice. army's services during the past yea; and following is the record: The out door meetings were attended by about 15,000 people. Indoor meetings about 5,000 people attended There were 70 conversions during the year and a Sunday school class of 40 children every Sunday. The Salvation army is worthy or support of the people of the communityas its religious teachings are of importance to the community. Billy' Sunday and Gypsy Smith, two of the greatest evangelists of -this country, got their inspiration from the Salvation army. In giving donations in the coming drive people are warned against frauds as there are several organizations which have practically the same uniform as the army. Methods to be followed in putting over the campaign will be discussed at a meeting of the local workers in th American Legion club rooms at 4:30 o'clock Thursday afternoon. The meeting has been called by Dr. George B. Hunt.
NORTH THIRD STREET TO BE WIDENED: ROLL APPROVED BY BOARD After 18 years hanging fire, with various administrations endeavoring tj carry the project through, the board of public works took the final stop towards the widening of North Third street Thursday morning when they approved the final assessment roil without modifications and ordered th city clerk to advertise for bids on the paving and improvement. Two remonstrances were- filed against tbe damages that had been allowed property owners. John Steele and Linnie C. Moore obecting. These will not interfere with the movemen' to improve the street. Purchases Property. The board carried out a new schema in the putting through of the project by buying the property outright that is to be chiefly affected by the widening of the street. The city will then sell the part that is not used by tba street, members of tbe board stated. Ed Hollarn. superintendent of parks, was given permission to build a band stand in Glen Miller park for the concerts that will be given there this summer. He stated that the old stand was in such a condition that it would be unsatisfactory for the concerts planned for this summer under the auspices of the Young Men's Business club. Mr. Hollarn reported that the lake at the park was being refilled and would be full by next Sunday. Alley Contracts Let. H. H. Wagoner was given the contract for two alleys ordered improved by the city, and Z. B. Pyle received the contract for the side walk and gutter on both sides of North H. street from Eleventh to Twelfth street. The contract and bond for the city's share of the South E street improvement was approved by the board. Resolutions ordering the vacation ot Northwest Fourth street from Center street to the north terminal, and the alley east of Northwest Fourth street, were passed. The alley from South Third to South Fourth street, south of A, was ordered vacated. WOMEN HELD IN SHOOTING OF OKLAHOMA EX-JUSTICE TULSA, Okla., May 12. Two women were held here today in connection with the shooting and seriously wounding of Judge John Devereaux. ex-juo-tice of the Oklahoma Supreme court. Acording to the authorities, Judg? Devereaux was found at his apartmen. in a semi-conscious condition Mondav night. The identity of the women was not divulged. - A wood so hard that special cutting tools must be employed in working with it is found in the African interior.
