Richmond's Henlth Record Statistics compiled by the United States public health service show that the death rate from influenza and pneumonia in Richmond during the epidVmic o 1919 was the second lowest in Indiana East Chicago was lowest with a percentage of .09. Richmond's percentage was .11. Tje record is a' flattering one. .A large percentage of Richmond's physicians was in the service, and the physical strength of those who remained was taxed to the utmost to attend to the hundreds who were ill. The co-operation of citizens in obeying the warnings of physicians to refrain from exposing themselves needlessly, and to stay at home as soon as they noticed the first symptoms of the ailment, helped' materially to prevent a widespread epidemic here. The death rate attests to the wisdom exercised at that time. The prevention of diseases by education has made' great strides in the last generation. Persons no longer, believe it is a proof of bravery to expose themselves to diseases. Mothers no longer believe that their children must "catch" all the infantile diseases before they reach maturity. t By trying'to keep well, the public is performing a 'social service of inestimable value. The expense of illness is not measured in the fee of tfie physician, but" in the time lost in industry

and business. The worker loses payment for his time and the employer suffers a decreased output. v The public also has learned that the quarantine measures of physicians are not- acts of tyranny, but preventive measures which are

beneficial to the whole community. Iheir co-

operation in preventing the spread of contagion is a decided factor in preventing epidemics and checking the death rate. The excellent water supply of Richmond and its sewage system are factors promoting good health which we sometimes overlook. Few cities are blessed with the quality of pure water to-be had here.

Checking Immigration to Help Labor Prompt action in conference is promised on the Dillingham immigration bill, which would limit immigration until June 30, 1922. The bill has passed the senate, and Washington correspondents say the house will not oppose it. With at least 2,000,000 unemployed persons in the United States, our own workers need protection against the thousands of Europeans who are seeking entrance so as to escape the onerous responsibilities of reconstruction in their own countries. If they are permitted to land in unrestricted numbers, they will take away jobs now

filled by our workers or will increase the number

of unemployed and ultimately become objects of charity. The average American sees no reason why foreigners should be granted entrance just now when the problem of unemployment is a serious one. If their coming would serve a good purpose, no objection would be raised. The limit set in the bill three per cent of the persons of each nationality residing here in 1910, is generous enough to permit the entrance of aliens until conditions have been stabilized in our country.

The more a shore Is beaten by the ocean, the more rugged it becomes. Soon all the weak part of the land is washed out and only the rocks remain to receive the lashings of the years. Hawthorne worked for nearly 15 year3 on his first novel. Then he had to publish it at his own expense. And it was a failure! But during the years that he lived in loneliness and almost as a hermit, he accumulated great power power that few writers today are willing to pay for. Even after his marriage, Hawthorne became so discouraged and made go little from his writings that he had to take up clerical work in an office. But then "The Scarlet Letter" was published. And it stands out in the literature of America as one of the greatest books ever wri.tten. Hawthorne was made from his "Knockdowns!" The fact still remains.that the best asset any man can have is to be born poor--and be compelled to fight his way up. Knockdowns put spirit into a man's soul. If you are having a hard time, thank God for the chance to work out of it. The driving, inspiring force back of a score or so of knockdowns have more latent power in them to make you a real figure in the world than a ton of gold or a whole shipload of people ready to hand you a "pull". William H. Seward was- given all the money he wanted for a college education. It is said that he wanted a great deal. But he had a shrewd father. One day the father told the son that ho had given him his last dollar. It was a "knockdown" for the son. But it made him. He became governor of New York and later Lincoln's great secretary of state. And he just barely missed becoming president of the United States. History doesn't make a record of people's knockdowns but it does keep a line on those whose knockdowns made them great.

Lee Trinkle, candidate for governor in Virginia, made the statement that Harry St. George Tucker, Democratic aspirant to the office, was too old to run for governor. Tucker became considerably peeved. Sez he: "If Lee thinks I'm too old, let him race me 220 yards, the winner to take the nomination without further contest." Tucker, who is sixty-nine, says he is willing to pit his age and sprinting ability against Tucker's "youth and avoirdupois." Trinkle is twenty-five years younger than Tucker.
