The Gas Rate Decision The fixing of the valuation of the property of : the Richmond Light, Heat and Power company for rate making purposes at $650,00, instead q in excess of $850,000, as asked for by the com- ' pany, as well as a decrease in the rate which the small consumer must pay for natural gas, is a victory for the city of Richmond. The commission says the purpose of decreasing the rate for small domestic consumers and increasing it for industrial users, is to help conserve; the natural product, which is piped into Richmond from the West Virginia fields. The order also directs the company to refinance so that the common stock, which has no equity, is wiped out, and the total amount of its securities does not exceed $650,000. The valua- ' tii:i as fixed by the commission is in excess of the $535,000 for which the city contended, but a valuation of $650,000 for rate making purposes 'is considerably less than the valuation of $850,000, for which the company asked. On this point the city cannot complain. Indianapolis dispatches said the Richmond case would establish a precedent in the fixing of gas rates in Indiana, as most of the problems at issue in other cities of eastern Indiana that buy the natural product from - companies which in turn buy the West Virginia product, are settled in the Richmond decision. Judged as a whole, then, the consumers of natural gas in Richmond have no reason to feel ; that their interests were not safeguarded by the city officials and that justice was not a factor in ;'the decision of the public service commission. ; It will be remembered that a hard fight was

made on the commission at the last session of the general assembly by certain interests that wanted it abolished on the theory that it was not protecting the rights of the consumers of the products of utility companies. This argument had its basis in the fact that the commission wa3 forced during the war in. a period of rapidly advancing prices to increase rates of many utilities. The commission had no control over this condition. Now, when prices are beginning to come down, when we are rapidly approaching the state of normalcy, the commission, in the Richmond decision, proves that it is just as willing to reduce rates as it was to, increase them. The judgment of the commission relative to the re-financing of the company also squares with the dictates of justice. If the common stock has no equity now, there is no reason why it should be accepted as a factor for rate making purposes.- The company should re-organize its finances, so that its securities will be within the $650,$0 limit.
Seeing the American Viewpoint 1 The cogent reasoning of Secretary Hughes on the Yap problem is receiving the indorsement of European nations. One by one they are accepting the American policy of internationalization of the island of Yap. France and Italy have expressed their support of a plan which would forestall a monopoly over this important point in the cable communication of the world. Although England has not expressed herself, American diplomats feel that the support which Australia and Canada have given to the American plan will induce her to vexert pressure on Japan to relinquish her claims. Japan takes an exceedingly national view of the situation, which is fully in accord with her determined, policy of controlling everything in the Pacific. But the international aspects of the case, as well as the contention of the United States that it has an equity in the island, must ultimately prevail against the narrow nationalism of the Japanese. America is not asking for a monopolistic control of the Island, but affirms that all nations should have free access and use of Yap for cable purposes.

Wells penned the very illuminating sentence I have used as the title of this Talk. This three-word statement has run through my mind like a new inspiration, and so I give It to you. Unless we get the full significance of it, we fail to understand the main purpose back of all life and effort. Unless we are willing to face the realities packed into every hour, and to play the chords of our better natures to the exclusion of those which bring only dischord and confusion into our daily lives, we are not worthy to handle the task of life itself. Our souls must be hardened in quite the same manner as our bodies, if we would serve our time creditably. Prolonged rest and inactivity produces death. There is no room for anything or anyone not useful. Instudying the history of the earth, I have noticed that the biggest animals seem to be the ones first to disappear. As though they took up too much room and served too little! The world never stops for a second in its orbit. Nor do events hesitate. Life begins perpetually! One of the greatest teachers of the world Jesus said: "Let the dead past bury its dead." Nothing finer ever came from a pair of human lips. II it discourages you to think about "beginning all over again," you at least can decide to begin anew. There can be no Yesterday Today. Life for you may start right now. Who is there able to take from you the chance? Would you dare to compete with anyone less than yourself?

Lewis, whom President Harding has just appointed a member of the interstate commerce commission, is regarded su one of the best informed men on public utilities in the United States. Prior to his experience on the public service commission on Indiana., of which he was chairman, Lewis was a writer of national note on subjects that had to do with public utilities and civic affairs. His investigations as a member staff of the Indianapolis News attracted wide attention to his work E. I. Lewis. and were largely reEpon?ible for his appointment on the public service commission of Indiana, which was the first public office he ever held. Lewis has conducted the Indiana public f-ervice commission on a high plane and has established a reputation for fairness both widi public utilities ami the public. Anderson, secretary of the Irish Agricultural society, are now In New York, to aid In promoting relief for Ireland. O'Neil came under different circumstances than did Lord Mayor O'Callaghan of Cork. O'Neil sailed under a British passport. Anderson is an active member of the Irish White Cross, leading in the relief, work in Ireland.

Good strawberry and raspberry patches make a fine addition to a home ground. Put them in now. If Progressive or Duluth Everbearing strawberries are used you can pick fruit this fall. It's time to plant corn as soon as the ground is in condition. After this has been harvested, follow with such crops as turnips, spinach and kale. For early use the yellow sweet corns are the best. THIEVES TAKE SUITS AND SILK DRESSES FROM STORE HAMMOND, Ind.. May 4. Thieves, believed to have been from Chicago, loaded $1,000 worth of suits and silk dresses from the Levine department store at Crown Point into a truck yesterday and escaped. Two hundred suits of clothes were taken. The safe and cash register, in which a large sum of money was kept, were untouched. White Cross Head in U. S. CHASER TO CONVOY U. 8. OFFICIAL PAST BLOCKADE. CONSTANTINOPLE, May 4. In vitw of the blockade by the Greeks of the Sea of Marmora, Rear Admiral Mark L. Bristol, commander of the United States naval forces in Turkish waters, has dispatched Lieut, Robert Dunn with a sub chaser to Mudiani to fetch Arthur Chester, director of the United States shipping board, and his wife, who otherwise would be unable to return to Constantinople. INCREASE OF $15,460,378 IN PUBLIC DEBT NOTED WASHINGTON. May 4 An increase of 115,460,378.64 in the public debt during April was announced Tuesday by the treasury. On March 31 the total was $23,980,104,397.83, as compared to $23,995,564,776.47 April 30. Issuance of treasury certificates and payment of more than $120,000,000 of interest on the public debt during the month which was an off month for income tax re ceipts, officials explained, was responsible for the increase. COOLIDGE INVITED WEST. WASHINGTON, May 4. Vice President Coolidge has under consideration an invitation from friends in Portland, Ore., to visit the Pacific coast this summer, but indicated today that he was inclined to remain in Washington through the summer. Presumably his final determination will depend largely upon action of congress regarding a summer recess. WOODBURN, INDIANA, TO WRITE OF POLITICS (By Associated Press) BLOOMINOTON, Ind., May 4. "American Political Partiea and Party Leaders." will be the eubject of a book which Dr. James A. Woodburn, head of the history department at Indiana universitr, will write during his one year's leave of absence from the university, granted by the university board of trustees. Dr. Woodburn has made an extensive study ot government and political history of the United States from the time of Washington's administration to the present day, but he will devote the greater part of his time to the search of new material with, the object of publishing his book at the end of the year. In the book, the lives of such men as Hamilton, Jefferson, Webster, Seward. Cleveland, Roosevelt, Wilson and Harding will be dealt with. Dr. Woodburn will retire from active connection with the univerity in 1922. During his career as professor and departmental head of the university, he has written several books dealing with government and politics.
