(By Associated-. Tress) CLEVELAND, O.,- April z 28. The month of April has witnessed .three important changes In the business "sitnation, according to the monthly busi ; ness review of the fourth, ft deral, reserve bank issued todAy.' If is to. early to form definite judrment as to the stabilizing effect "of two-of theso' features the abrogation' of railroad working agreements and the cutting of prices by the steel corporation but the continued improvement in the reserve position of the federal reserve system indicates a healthier condition in finance, the report states. Cites Lower Prices. An analysis of tho extent to which the lower prices have been accompanied by wage reductions In this.diotrict. The report; continues shows the number of workers in a representative number of manufacturing, construction and public. utility companies operating wholly or in large pare, within the district, has during the past year been reduced 45.7- per cent. The ammount of payrolls. 64 per cent, and the average Individual wage 18.1 per cent. ... Reports received br the bank, the statement declares, indicate that there has been no uniformity in the adjustment of wage scales; that wages of union men have not been reduced as much as those of non-union men, that common labor has been - reduced in greater degree than skilled labor; that employers have preferrtd to reduce working hours rather than rates of. pay and that the practice of paying bonuses to encourage regular attendance at work has been generally abandoned.
