WINCHESTER, Ind.. April 20. Officers have been elected for the Randolph county farmers' institute as follows: President, C. C. Fisher; secretary. C. E. McKinney; treasurer, Philip Kabel. . Speakers will be selected by these men for the fall festival and to make all other necessary arrangements. Washington Ko!p Dead Washington Kolp, 64. unmarried. Is dead at his home north of Stone Station of heart disease. He is survived by three brothers and one sister. Mrs. Elizabeth Starbuck, 82. is dead at the home of her daughter, Mrs. Charles Wagner, in North Jackson street. Joint commencement exercises of the McKinley and Lincoln schools, vras held in the McKinley auditorium, Tuesday evening. Lutz is Paroled Charles Daly. Randolph county clerk, has received word of the parole of H. E. Luts, who was convicted in the Randolph circuit court, and sentenced to the penal farm, charged
with passing fraudulent checks. Fortnightly Club Meets The Fortnightly club met Tuesday evening with Mrs. Otho Moorman. Current events were discussed and an elegant luncheon was served to members and guests. Attend Washington Meeting Mrs. James P. Goodrich and Mrs. Miram D. Moorman of the Winchester Chapier, Daughters of the American Revolution are attonding the annual conference at Washington, D. C. this week. Annuls Fogle Marriage Judge Bales itcs annulled the marriage of Bertha Fogle and William Fogle. and has granted a divorce to Iva Dudley from Clayton Dudley, on a charge of habitual drunkenness. D., $12,000. County W. C. T. U. Institute The Randolph county institute of the Woman's Christian Temperance Union was held in Saratoga M. E. church, Tuesday and Wednesday of this week. The principal address was given by Mrs. Mary Woodard, of Fountain City. Other addresses were given by Mrs. Jennie Canada and Mrs. Philip Kabel, both of Winchester, on Americanization and moral and spiritual development of the club. A large crowd attended, many being from Winchester.

The Earlham Press will be issued on Monday beginning with the next issue because of the fact that the printers will not work on Saturday afternoon after May 1. The freshman class will give a party in the gjTn next Saturday afternoon which they say will be a sure "blues chaser."

Those eligible to vote in the plebiscite are getting ready to leave their homes in all parts of the Austrian republic and authorities at Innsbruck have made preparations to entertain great throngs of visitors. All who intend to go to Tyrol have been instructed to bring blankets, as a billeting system along military lines has
been established. The voters will be carried by railways for third class fares, which will be refunded by the province. Governor Schaffl. of Tyrol has issued a statement declaring the province "must again take the front saving Austria as she did when she checked Napoleon's eastward sweep in 1809. ,
MANY LOCAL MASONS : ARE INTERESTED IN NEW FRANKLIN HOME
As arrangements for the consecration at the Indiana Masonic Home at Franklin. Ind., of the Scottish Rite World ,war memorial building on Sunday, May 1, are progressing, the indications are that there will be a very large attendance of Masons from this county and vicinity, according to LeRoy E. Browne, county chairman of the arrangements' committee. It is stated that there is a great interest among "blue lodge" Masons in this section for the reason, primarily, that the Indiana Masonic Home at Franklin isvan institution erected and maintained by the Master Mason lodges of this state. This all-day basket dinner event In connection with the consecration exercises will give an opportunity for thousands of Master Masons and their families and friends to visit this home for the first time. The Scottish Rite World War memirial building is a large three-story structure, erected and paid for by the Scottish Rite of the Valley of Indianapolis, costing $150,000. It contains 63 dormitory
rooms for aged Masons, together with sitting rooms, and dormitory rooms for nurses and attendants. War Vets Honored. Special memorial features are in eluded in the entrance to the new
structure, in honor of 676 members of the Indianapolis . jurisdiction St the Scottish Rite who served in the World War, including thirteen members who gave their Uvea for their country. ' In addition to the inscription above th door, there will be tablets placed by
the four bodies comprising the consistory of the Scottish Rite. Advice from Indianapolis is to the effect that the Pennsylvania system will run special trains from that city, the first leaving at 9 o'clock, and a second train at 11:30. .Interurban lines are planning to run special cars every hour from Indianapolis. A special invitation has been sent to each one of the soldier-members of the Scottish Rite, who will be the honor guests of the day.

CBv Associated Press) MARTINSBURG, W. Va., April 20. The effect of carbon dioxide upon a person in close proximity to a wall of a room, compared with its effect on one nearer the center of the room is being considered today by Judge J.
M. Woods, of the circuit court. Upon j
the court s decision rests the title to an estate. Sometime ago George Sheig and his wife were found dead in a room of their home. They were asphyxiated by carbon dioxide from hard coal. Sheig's body when found was resting near a wall while the woman's body was in the center of the room. Mrs. Sheig's beneficiary instituted the court proceedings in an effort to gain title to the estate, claiming that Sheig died before his wife. The case is against the "Unknown heirs" of Sheig. In presenting the argument for the beneficiary, counsel submitted a written opinion of L. J. Desh, of Lexington. Va.. a chemist in which it was held that carbon dioxide, emitted from a stove rises to the ceiling and in cooling follows the walls when dropping by its natural weight to the flor. The chemist suggested that a person near the wall would be affected sooner than a person in the center of the room.
