AMERICAN EMBASSY SEAL HELD BY REDS
(Br Associated Press) TERIOKI, Finland. April 19. One of the seals of the American embassy at Petrograd is in the hands of the Bolshevik government, TWs information
was brought to Terioki some months ago, but just now revealed, whena Mrs. Kennedy, an English woman employed for a long time by Ambassador Francis as a stenographer at the em-, bassy, was repatriated from Russia after a long imprisonment. When the embassy was abandoned, Mrs. Kennedy, who was born in Russia, decided to remain behind, and was left in charge of some of the embassy property, among which, by accident,
was one of the seals. Under threat of death, she was forced to give up the seal when the embassy was searched by the red guard in June, 1919. MARSHALL M. KIRKMAN DIES. CHICAGO, April 19. Marshall M. Kirkman, 79 years old, ex-vice president of the Chicago & Northwestern railroad, died at a hospital Monday following a stroke of apoplexy.

' "The direct labor cost of doing this work in outside shops was much less than in railways shops." he said. "For
instance, direct labor required to repair 13,066 cars In outside shops cost $608,494. The same work in railway shops would have cost the Pennsylvania railroad $1,000,360. The labor cost outside was 40 per cent. less. Outside conoerns paid their men on a piecework basis. Under the so-called 'national agreement,' the railway had to pay its men by the day."
