The country had been pretty well informed of v tile stand of the president on most of the questions which he discussed, so that there was nothjj ing absolutely new in . the presentation of his policies. He had been elected to the White House ':on the general policies which he discussed yesterijday; and the forecast of his 'ideas, sent out from Washington by correspondents, proved to be cor

rect. ;"..' : ' . - But this knowledge of what would say did not detract from terest which was created by; the

undoubtedly one of the great state papers of our

republic. It is a document of the too comprehensive to be judged study and analysis. Most citizens were awaiting

president's proposals to restore industrial prosperity and to settle our international affairs.

Mr. Harding does not offer

restoring our national prosperity. That will come, he believes, only by work and thrift. He advocates the reduction of our national expenditures within the national income, and proposes a

readjustment of the scheme of internal taxation. A sane adjustment of the tariff also is proposed. On these questions he will have the solid support of the men and women of this country. They

are pleased to know that the president has no visionary ideas, but wants to restore business and

"Imports Hitting the Farmer," 5ays Wallace Henry C. Wallace, secretary of agriculture, says prices of farm products in this country are depressed not alone because of inactive business but because of the importation of competing foreign products. He is much concerned with the tariff question and says the fading away of the foreign outlet for the farmers' surplus, together with other -causes, has resulted in a decrease in the price of farm products until many are now selling for less than half the actual cost of production. In the face of this situation, foreign products are coming in.

"We have stored up enough wool to last us a year and a half or possibly two years." states the new secretary. "Prices are far below cost of production. Notwithstanding this, huge quantities of foreign wool still are being brought in, simply because we have the money to pay. Some is passing through to foreign countries, stopping here just long enough to have our credit applied to it. As a result the sheep industry of the United States is facing ruin and its intimate connection with the banking and other enterprises of the great range country means trouble all along the line.-' He gives this as an illustration of what is happening to producers generally, and added that all are being comDelled to take prices below the cost of production.

industrial prosperity by means of practical methods. ' President Harding's stand on foreign relations came as no surprise to those who have been studying his views. He rejects the league of nations, and favors the establishment of a new association of nations separate from any treaty of peace. He recommends passage of the Knox resolution, "with the qualifications essential to protect all our rights," but without "a statement of future policy with respect to European affairs." He is not averse to accepting the Versailles treaty with explicit reservations and modifications that will safeguard all our essential interests. The message is a sound statement of American views. One finds no traces of egoism or an expressed desire to force measures through congress. There is an unmistakable desire to let congress work out much of the legislation that is proposed, and an evident inclination to be guided by public opinion.

1 he Carnival Nuisance The city council should waste no time in passing an ordinance that, will curb the annual visits of carnival companies to Richmond. The public isn't anxious for this form of amusement, and the welfare of the city will be enhanced by the prohibition of exhibitions by these companies. Annually these companies come to Richmond, enter into direct competition with the men who provide the city with clean amusement, and quit the city with many dollars in their pockets money which should have remained at home. The type of amusement which the average carnival company offers is not very high ; in fact, it is open to criticism and censure. The city will not miss the absence of a carnival company this year. We have not had a dearth of amusements, nor is there a prospect that we will be lacking recreational features during the summer. Carnival companies should drop Richmond off their list of cities that cater to this form of amusement. The only way to do it is by the passage of an ordinance that will bar their showing here.

Tomatoes and sweet corn are sometimes planted between early peas and potatoes and get well started by the time the peas and potatoes are mature and harvested. In succession cropping, two and sometimes three crops may be grown, one after another on the same ground, thus keeping the ground in continuous use. Early radishes, spinach and lettuce may be followed by late potatoes, late cabbage, beans or sweet corn. Other combinations may be made. Changing the location of crops from year to year is called rotation. By this means better use is made of the plant food. Insects and plant diseases may be avoided in this way. THE HOUSE THAT IS POINTED OUT When I was a boy, I read somewhere that Hercules, the god of force, "whether he sat, or walked, or whatever he did he conquered!" And so all these years I have had a very kindly feeling toward this figure even though he is just a mythological fellow. For, like most people, I am attracted toward those who win. They help us to go ahead and to take heart. To my notion, the greatest book Carlyle ever wrote was his "Heroes and Hero Worship." In the first chapter he says that "great men, taken up In any way, are profitable company." And then he follows this statement with this: "We cannot look, however imperfectly, upon a great man without 'gaining something from him. He is the -living light-fountain, which it is good and pleasant to be near." Nearly every town has its special houses that are pointed out places where some of these great men, of Carlyle's and yours, live or have lived. This summer I walked around the yard, and looked into the windows of the house where Mark Twain once lived and wrote. I have seen the homes of Emerson, Hawthorne, Poe, Thoreau, the Alcotts, Washington, and a host of others. But these houses have never interested me as have the things which these great folks did. There is something intangible to every house that is pointd out. that you feel but cannot see or explain so let us call it the soul of the one who lived there! I have in mind the house in a small town where a boy one lived. He was just an ordinary boy the same as are found everywhere you go. Except that he kept working always working. He always saw something bigger just a little way ahead. Until he became very big and what he did became very big. Where he was once known, in that little house, as "Jim" Hill, now the whole world, but especially America, knows him as James J. Hill-the Empire Builder! Today I passed by the little house where Poe used to live. But I could think only of "Helen", "Annabel Lee". "The Raven" and the innumerable courageous attempts to conquer that this strange poet made. For houses are not very important with the-Master gone!
